Major Duties

This is an interdisciplinary position and may be filled in any of the following series, GS-0101, GS-0401 or GS-1301, depending on the qualifications of the selected candidate. The Fish and Wildlife (FWS) and National Marine Fisheries Service (NMFS) issued biological opinions (BOs) and associated Reasonable and Prudent Measures (RPM) actions on the long-term operation of the Central Valley Project and State Water Project. Since issuance of the BOs, Reclamation has been working with its State and Federal partners to implement the RPM actions. As part of the long-term operation, independent panels will provide opportunities where RPA actions will be evaluated, adaptively managed, or more effectively implemented. Non-compliance with the BOs jeopardizes the delivery of water via the CVP and SWP. This position serves as project manager and primary contact with FWS and NMFS personnel and Reclamation's State and Federal partners, including but not limited to the CA Department of Water Resources, CA Department of Fish and Wildlife, Corps of Engineers, and local governments to ensure compliance with the BOs and RPM actions. The project manager will be responsible for implementing programs and projects required by the BOs to ensure compliance; determining areas of possible non-compliance; negotiating with FWS and NMFS on these areas; and briefing the Bay-Delta Office Area Manager, Regional Director, and Commissioner's office staff regarding compliance issues and recommendations for resolution.

-Directs and manages the RPM implementation to achieve biological performance measures and programmatic performance targets.
-Coordinates and integrates people and resources, such as funding and equipment, to ensure project/phase activities are completed within scope, schedule, and budget.
-Coordinates the preparation and review of the planning and related environmental documents within project deadlines.
-Organizes, directs, and provides technical review of the work of specialists in a wide range of disciplines.
-Interprets and evaluates results of studies and other activities to formulate plans that meet the required tests of feasibility, completeness, efficiency, and acceptability.
-Determines the nature and extent of studies and analyses required for investigations and identifies the specific criteria or details of job assignments.
-Analyzes the many complex, interrelated technical data furnished by project team members and recommends the selection of an overall plan of development, problem resolution, and direction.
-Negotiates issues related to work content to arrive at mutually satisfactory and timely solutions to problems and to keep all parties informed of progress on investigations. Prepares and negotiates work schedules and budgets for all items.
-Coordinates ESA compliance process required for development of Environmental Impact Statements or Reports.
-Reviews and evaluates results of existing studies; and performs studies for the evaluation and development of a project plan.
-Represents Reclamation in a variety of official capacities; speaks for Reclamation and the Manager on technical matters directly related to the formulation of Regional policy; develops and carries out a public involvement program.

Qualifications

Minimum Education Requirement: Applicants must meet the Basic Education Qualification Requirements listed below:Social Sciences Discipline, GS-0101A. Degree in behavioral or social science; or related disciplines appropriate to the position.-OR-B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.-OR-C. Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.Biological Sciences Discipline, GS-0401A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.-OR-B. Combination of education and experience with courses equivalent to a major (24 semester hours), as shown in A above, plus appropriate experience or additional education.Physical Science Discipline, GS-1301A. Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.-OR-B. Combination of education and experience with courses equivalent a major, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience of additional education.Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:GS-13: One year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal service.Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:GS-13: Experience preparing or reviewing biological implications for ESA compliance including preparation of documents for and negotiation of successful Section 7 consultations with the FWS and NMFS for complicated water resources programs and projects as well as for environmental assessment/impact statements or comprehensive resource planning reports to evaluate environmental consequences of proposed actions for Federal projects; providing staff services and analysis on natural resource conditions and formulating and recommending policy, practices, and procedures; reviewing and making recommendations on policy issues, plans, methodologies, and practices affecting natural resource management or habitat restoration efforts; developing appropriate recovery plans; or participating in interagency consultations that result in proposed regulations. These examples are not all inclusive.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$99,429.00 - $129,261.00
