Job Summary

The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. Major Duties

This position is located in the United States Department of the Interior; Bureau of Ocean Energy Management; Office of Renewable Energy Programs; Environmental Branch for Renewable Energy in Sterling, Virginia.

At the full performance level (GS-14) the major duties of this position include but are not limited to the following:

  1. Plans, communicates, prioritizes, and tracks goals and assignments for team of subject matter experts.
  2. Oversees, prepares, and reviews programmatic and project-specific environmental impact analyses under the National Environmental Policy Act (NEPA) related to potential impacts on marine and terrestrial biological resources (e.g., birds, marine fish, shellfish, marine mammals), and sensitive coastal and benthic habitats from proposed offshore renewable energy activities and facilities.
  3. Coordinates with multiple parties and stakeholders, including the National Marine Fisheries Service (NMFS) and Fish and Wildlife Service (FWS).
  4. Oversees and conducts statutory interagency consultations pursuant to the Endangered Species Act (ESA) and the Magnuson-Stevens Fishery Conservation and Management Act (MSA).
  5. Oversees and develops survey guidelines and mitigation procedures for the identification and protection of biological resources and sensitive habitat.
  6. Identifies and addresses areas where information must be developed by either agency research or contract studies, then develops and manages such studies.

Salary Information:
GS-14 ($121,316.00 – $157,709.00) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Qualifications

Minimum Qualification Requirements:To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements:

In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:

Biologist (401) A.Degree:biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B.Combination of education and experience --courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Fish Biologist (482)

A.Degree: major in biological science that included:

At least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and

At least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.)

OR

B. Combination of education and experience: courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.

Wildlife Biologist (486)

A. Degree: biological science that included:

At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and

At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and

At least 9 semester hours in botany or the related plant sciences.

OR

B. Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.

(2) Specialized ExperienceTo qualify for theGS-14,you must possess at least one full year of specialized experience equivalent to theGS-13level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience thatequipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.Specialized experience is defined as demonstrated experience: 1) leading or supervising a multi-disciplinary team; 2) conducting analysis or preparing documentation under the National Environmental Policy Act and Endangered Species Act and/or Magnuson-Stevens Fishery Conservation and Management Act; 3) preparing and reviewing biological surveys or reports; 4) preparing technical or scientific analyses related to marine and terrestrial resources; and 5) designing and implementing research related to biological resources and habitats.Additional information on the qualification requirements is outlined in the OPM Qualification Standards Handbook of General Schedule Positions and is available at OPM's website:https://www.opm.gov/qualifications/standards/indexes/num-ndx.aspAll qualification requirements must be met by the closing date of this announcement.
