Major Duties

You will:

Evaluate, revise and distribute Region 8's Continuity of Operation Plan (COOP) and Homeland Security Plan, to correct any deficiencies identified as a result of testing, training, exercise and drills.

Coordinates with designated representatives of each Program Office to ensure that the needs of the office are appropriately identified and prioritized in the COOP.

Manages the development and implementation of policies, procedures, standards, training, and methods for ensuring continuity of operations.

Leads the organization's development, testing, implementation of training, ongoing practice drills, and exercises for managers and staff.

Qualifications

You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience overseeing management of internal preparedness and readiness of Continuity of Operations Plan (COOP) and coordination of an Agency Homeland Security Plan. Your answers to the online assessment will be used to evaluate your competencies in the following areas:

Knowledge of program and policy analysis and of the Continuity of Operations, Devolution and Infrastructure programs, often serving as an EPA expert.

Knowledge of specialty areas in the professional engineering/sciences to assess the impact of contaminants and releases of hazardous substances to the environment affecting the health and safety of the public.

Knowledge of management practices and procedures to resolve problems of major significance to agency environmental programs.

Knowledge of program principles, concepts, practices, methods, and techniques to apply new developments and theories to major problems and is recognized as an authority in a particular program or function.

Knowledge and understanding of Presidential Executive Order 12656, assignment of National Security Emergency Preparedness Responsibilities, November 18, 1988, as amended; EPA Order 2030.1A, Continuity of Operations (COOP) Policy, dated April 27, 2005.

Ability to analyze issues involved or changes under considerations and works with other group members to build consensus on recommendations and options for management consideration.

Ability to internally coordinate with other EPA program offices, Federal agencies, Sate, Tribal, and local officials, the public, and facility owner/operators to enhance preparedness, prevention, and response capabilities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range

$100,027.00 - $130,039.00
