The incumbent is responsible to the Division Chief and the Deputy Division Chief for the Solid Minerals Division who provide general direction concerning assignments for' this position.

• Reviews and recommends policy, procedures and standards for Mining Law and mining operations on Federal lands for conformance with the requirements of applicable mining laws and statutes, including but not limited to the 1872 Mining Law, the Mineral Leasing Act, the Materials Act of 1955, etc., and conformance with established regulations and Bureau of Land Management (BLM) guidance.
• Assists in the formulation, recommendation and administration of bureau wide policies and guidance. Prepares regulations, guidelines, directives, manuals, and handbooks for u:se by the BLM field offices in order to ensure national consistency for mineral exploration and mining operations on Federal lands. Initiates and recommends policy-related actions.
• Provides technical expertise to the BLM management and the Department of the Interior (DOI) on Mining Law and mining operations on Federal lands, specifically: preparation, review and implementation of manuals and handbooks for Mining Law and mineral regulation; preparation of internal reports required by Congress or statues; administration of Mining Law approvals, reclamation and bonding; analysis of
  legal/litigation issues pertaining to Federal minerals; responding to Freedom of Information Act requests for information specific to solid minerals; analysis and resolution of issues involving Mining Law including exploration, mining plans, Notices, withdrawals, exchanges, etc.
• Assists in providing liaison with other BLM offices, other Federal agencies, Indian tribes, and the general public on mining operations on Federal lands and reviews and recommends interagency agreements and memoranda of understanding for coordination among other BLM offices and Federal agencies.
• Develops .a nd maintains knowledge of current operational practices, methods and new technology for minerals exploration and mining operations.
• Represents the BLM and the DOI on task forces and work groups to interpret policy and to implement regulations and policies of the BLM for management of minerals exploration and mining operations on Federal lands.
• Prepares and review responses to Congressional and public inquiries and briefs and prepares briefing materials for the BLM and the DOI officials.
• Works with other program specialists to plan, coordinate, monitor and track program budgets. Coordinates minerals. input into administrative systems linked to the. budget, such as workload measures, strategic plan initiatives,. collections and management information systems.
• Ensures Mining Law data quality and integrity by adherence to data control standards and procedures. Collects, enters, manipulates, updates, and maintains data according to prescribed Bureau and program standards in order to provide program statistics upon request. Utilizes automated equipment (hardware/software), data systems, and applications to accomplish the duties of the position.
• Participates in or leads program evaluations and quality control reviews.
• Participates in the development, coordination and delivery of training and training materials related to the solid minerals programs and assists in the planning and conduct of workshops, conferences and technical meetings.
