This position can be in either Portland, OR or Eugene OR. As the Mitigation Program Manager for the Portland District Regulatory Branch specializing in mitigation policies, policy development, execution and wetlands and stream ecology. This position include but are not limited to the duties below;
Major Duties
- Provide current scientific information on mitigation banks and ILF programs.
- Act as the Regulatory Branch authority of scientific issues associated with mitigation policies.
- You will ensure appropriate compensatory mitigation is required for Department of Army permits.
- Prepare peer reviewed documents on mitigation policy, banking, in-lieu fees, and scientific aquatic resource issues.
- Provide technical assistance and training to private sector wetland scientists, and state, local and other federal agencies.

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for a Ecologist:
A. Degree: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. Basic Requirement for a Soil Scientist: soil science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility. OR B. Combination of education and experience: courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified in A above, plus appropriate experience or additional education. Basic Requirement for a Wildlife Biologist:
A. Degree: Bachelor's degree (or higher degree) biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and At least 9 semester hours in botany or the related plant sciences. OR B. Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Physical Scientist:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes evaluating complex and controversial permit applications for activities in waters of the United States and a broad range of experience in interpreting and applying environmental regulations and policies including the Clean Water Act, the Rivers and Harbors Act, National Environmental Policy Act, the Endangered Species Act and the National Historic Preservation Act. Conducting wetland delineations, field investigations, and education program. Evaluating complex and controversial mitigation proposals for permittee responsible mitigation, mitigation banks, and ILF programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas:

Pay Range
$76,721.00 - $106,442.00
