Job Summary

Job is located at John Muir NHS (Martinez CA), with occasional work at Eugene O'Neill NHS, Rosie the Riveter/WWII Home Front NHP & Port Chicago Naval Magazine NM. Incumbent oversees natural resources program, but also works closely with all park divisions and local schools in providing rich and varied youth programs. Incumbent directs the work of 1-2 ACE interns and occasionally high school interns. Incumbent also collaborates with local/regional conservation (resource management) organizations.

Major Duties

  • Prepare and coordinate the writing of the natural resources sections of resources management plans and specific actions plans pertaining to the management and protection of natural resources.
  • Coordinate park natural resources programs with those on adjacent lands for the purposes of achieving broad protection strategies and preventing human impacts.
  • Identify research needs, prepare requests for proposals or statements of work, and provide oversight for research projects.
  • Collect, analyze, and synthesize scientific information from research, monitoring, resources management actions, and other sources of information then prepare reports for specific projects.
  • Serve as the park compliance expert for National Environmental Policy Act, Endangered Species Act, Clean Water Act, Clean Air Act and other natural resource related laws and policies.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. Since this is an Interdisciplinary position, you must meet the BASIC educational requirement for at least ONE series *AND* meet the ADDITIONAL Specialized Experience and/or Education in order to qualify for this position.

BASIC EDUCATION for the Biologist GS-0401: A: Have successfully completed a bachelor's or higher in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Note: You must submit your transcripts.

OR

B: Have a combination of education and experience in courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Note: You must submit your transcripts. BASIC EDUCATION for the Physical Scientist GS-1301: A: Have successfully completed a bachelor's or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Note: You must submit your transcripts.

OR

B: Have a combination of education and experience in one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Note: You must submit your transcripts. And Specialized Experience and/or Education: GS-9:

Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Preparing portions of a resource management plan; (2) conducting inventories of natural (physical and biological) resources (3) Carrying out data collection protocols for monitoring of natural resources; and (4) acquiring and maintaining equipment and supplies necessary to conduct field activities.

OR

Education: Have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university in biological science, physical science, physics, chemistry, or related disciplines appropriate to this position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education).

OR

Combination: Successful completion of a combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. To combine education and experience, divide your total months of experience by 12. Then divide your semester hours of completed graduate education beyond the first year by 18 (or 27 for quarter hours). NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-11:

Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Preparing scientific reports regarding the results of protection, mitigation, restoration, reintroduction, inventory, monitoring, and/or research activities; (2) preparing natural resources sections of resources management plans; (3) negotiating agreements and other cooperative instruments needed to effectively carry out resource stewardship goals; and (4) developing action plans pertaining to the management and protection of natural resources.

OR

Education: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in biological science, physical science, physics, chemistry, or related disciplines appropriate to this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education.

OR

Combination: Successful completion of a combination of education and experience-education as described above that, when converted to percentages, equal at least 100% of the total requirement. When combining specialized experience and graduate education, only units in excess of the first two years (36 semester hours) may be used to meet the educational requirement. NOTE: You must submit a copy of your transcripts as proof of any claimed education. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level.(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. Pay Range

$64,535.00 - $101,503.00
