Job Summary

The Alaska District is seeking to fill a Civil Engineer in the Construction Branch of the Engineering Division. An ideal candidate will have strong experience in contract negotiation, technical writing, performing cost analyses, construction contract administration and quality assurance management. This position is being filled under the Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions in accordance with 10 USC § 1705(g).

Major Duties

  • Serves as an office engineering specialist for the Area Office supporting work which is characterized as being high tech, fast track, Military Construction (MILCON) and Research Development Testing and Evaluation (RDTandE) program.
  • Construction is performed under rigid completion schedules and requires strict adherence to safety standards.
  • Project entails multi-million dollar expenditures and all projects require special sub-arctic construction considerations.

The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four year course of study with a major in the professional or scientific field. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Architect. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes performing contract negotiations and contract oversight for construction projects to include the review and assessment of disputes and formal claims.
