Major Duties
At the full performance GS-12 level, the incumbent serves as an Interdisciplinary Engineer (Civil, Mechanical, or Electrical) project manager and point of contact for engineering projects and related resource management issues.
- Performs life-cycle project management and coordination activities for a broad range of complex engineering projects (e.g., water resource development and flood control projects).
- Coordinates with the resources team on related endangered species habitat management issues and environmental studies.
- Develops, coordinates and monitors formal critical path schedules and ensures resolution of technical and administrative problems that potentially affect project completion.
- Formulates and manages the current and out-year budgets for assigned projects, programs and activities.
- Reviews technical documents such as plans and specifications, design documents, NEPA documents, statements of work, operating plans, water service contracts, biological opinions, study plans and conservation plans for consistency with other projects, policies, issue resolutions, agreements and other basin-specific guidance.
- Develops partnerships and agreements to bring other Federal, state and non-governmental resources together to accomplish studies and other projects.
- Represents the Area Office in a wide range of meetings and negotiations.
- Prepares contracts or financial assistance agreements; coordinates or prepares statements of work, estimates of project costs, and evaluations of contract or financial assistance proposals. Serves as technical advisor to contract selection boards, Contracting Officer's Technical Representative or Grants and Cooperative Agreements Officer's Representative.

Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:GS-12: One year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service.Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:GS-12: Experience in the operation and maintenance of hydropower facilities, water control systems and associated facilities; experience applying engineering principles in construction, operation, or maintenance of civil works projects related to power and to the storage and conveyance of water such as canals, dams, pipelines, or tunnels; managing the operations and maintenance of an industrial, commercial, military or other special-purpose installations, including planning maintenance activities and developing preventative maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects, directing actual work operations, and maintaining appropriate contracts with the organization funding the project. These examples are not all inclusive.
Experience that would not normally be part of an applicant's position may be creditable when documented by satisfactory evidence (e.g., a memorandum from the manager or human resources director, SF-52, or similar documentation).

Pay Range
$88,140.00 - $107,490.00
