Job Summary
This position located in San Francisco Maritime National Historical Park, in the Facilities and Ships Management Division. Major Duties
The incumbent serves as the park's senior Project Manager, providing project management and professional engineering advice and guidance on the planning, designing, constructing, expanding, rehabilitating and/or re-purposing of existing and/or new structures, facilities and assets. Your major duties will include:
- Collaborate with staff from all park divisions to help analyze the problems or needs of all of the park assets.
- Create basic project outlines and budgetary cost estimates internally and with the support of technical staff or develop and utilize contracted agreements with Architect/Engineering (A/E) services to do this.
- Assist with the development of schematic design alternatives that meet the requirements determined during pre-design.
- Participate in the design process for new facilities, modifications to existing facilities, docks and piers and also the cyclic maintenance, repair and/or restoration of a large fleet of National Historic Landmark ships to meet the project goals.
- Key participant in the park's development of the short term and long-term strategic operations and project plan for the park.
Qualifications
All qualifications must be met by the closing date of this announcement-02/26/2020-unless otherwise stated in this vacancy announcement. This is an Interdisciplinary announcement and may be filled in one of the following series: General Engineer, 0801; Architect, 0808; Civil Engineer, 0810; or Naval Architect, 0871. In order to qualify, you must meet at least one of the BASIC REQUIREMENTS, and the SPECIALIZED EXPERIENCE requirement, and the SELECTIVE FACTORS described below. BASIC REQUIREMENTS for General Engineer 0801; Civil Engineer 0810; or Naval Architect 0871: A. I successfully completed a Bachelor's degree (or higher) in engineering. My curriculum is in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). (NOTE: You must provide a copy of your transcripts).

B. I successfully completed a Bachelor's Degree (or higher) in engineering. My curriculum included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. C. I am currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. -OR- I achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) and I am eligible for this position because it is within or closely related to the specialty field of my registration. D. I have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. E. I have successfully completed at least 60 semester hours of courses in the physical, mathematical and engineering sciences, and that included the courses specified in the basic requirements in Statement B above. The courses were fully acceptable toward meeting the requirements of an engineering program in Statements A or B above. (NOTE: You must provide a copy of your transcripts).

F. I have successfully completed a curriculum leading to a Bachelor's Degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, (examples of related curricula are not all-inclusive) in lieu of a Bachelor's degree in engineering, AND I have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. (NOTE: You must provide a copy of your transcripts and an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions). -OR- BASIC REQUIREMENTS for Architect 0808: A. Bachelor's degree (or higher) in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:1.) Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A.2.) Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. -AND- SPECIALIZED EXPERIENCE REQUIREMENT for General Engineer, 0801; Architect, 0808; Civil Engineer, 0810; or Naval Architect, 0871. You must have at least one year of specialized work experience equivalent to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) serving as a senior staff specialist performing project management or engineering work in construction and maintenance programs for buildings, historic ships, facilities (piers, docks, gangways, etc.), bridges, major structures, roads, etc.; 2) designing, preparing and reviewing of project plans, specifications and scope of work; 3) establishing inspection requirements and performing site surveys/inspections; 4) managing and overseeing contracted efforts; and 5) identifying problems and coordinates solution for project accomplishments. -AND- SELECTIVE FACTOR: Professional Engineering or Architecture license and FAC-COTR Level II certificate. $93,587.00 - $121,668.00
