Job Summary

This position is located in the US Army Corps of Engineers, South Pacific Division area of responsibility. Work will be performed on the Southwest Border. Serves as a senior project manager and is responsible for program quality and goals, timely action on program directives, budget and cost schedules, and development of management controls. This is an open continuous announcement. The first cut-off date is 1/6/2020. Other certificates may be issued as needed.

Major Duties

  • Maintains responsibility and performs oversight for the assigned program.
  • Confers with key representatives from outside agencies to obtain information and data concerning assigned program and projects.
  • Attends regional, national or other meetings and conferences with representatives of HQUSACE, other Divisions, and Districts, and agency representatives.
  • Implements corporate decisions, guidance, laws, regulations, and policy in the development of projects and intermediate products in support of the projects.
  • Negotiates and integrates all District functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), agencies needs and other agencies commitments in support of projects into comprehensive management plans.
  • Controls and manages project milestones and budgets from planning through construction and initial operations.
  • Allocates project funds via work orders to District elements, consistent with progress attained.
  • Keeps agencies fully informed of project progress, issues and their resolution, and any impacts on costs.

A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Requirement for Project Manager (0401):

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Architect (0808):

A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. Basic Requirement for General Engineer (0801):

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Basic Requirement for Physical Scientist (1301):

A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-12: One year of specialized experience which includes managing the planning, scope, design and construction of projects for DoD and non-DoD agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience GS-13: One year of specialized experience which includes developing, implementing and executing an effective quality management program for facility design/construction, renovation, or environmental restoration project or program products; coordinating responses to correspondence, inquiries, or directives requiring multiple design/construction/environmental actions; analyzing/interpreting design/construction/environmental directives and correspondence to determine applicability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Pay Range

$74,596.00 - $128,402.00
