Job Summary

This position located in Yosemite National Park, in the Division of Strategic Planning and Project Management. Open to the first 75 applicants or until 01/29/2020 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Major Duties

  • Develop feasible alternative design recommendations, including plans and cost comparisons, designs and specifications for the alteration of existing or construction of new facilities.
  • Lead interdisciplinary project teams to accomplish high quality products from inception through post construction.
  • Participate in the selection process for Architecture/Engineering (A/E), construction management, and construction contractors.
  • Maintain positive working relationships with individuals from many forums, including upper management, major industry representatives, and other stakeholders to plan, coordinate, and solve problems related to projects.
  • Apply the principles of civil or structural engineering to complex construction projects involving grading and the design and layout of roads, parking areas, campgrounds, trails, and transit sites.

Qualifications

All qualifications must be met by the closing date of this announcement-01/29/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. Since this is an Interdisciplinary position, you must meet the BASIC educational requirement for at least ONE series *AND* meet the ADDITIONAL qualifications requirement option in order to qualify for this position. BASIC EDUCATION FOR: General Engineer GS-0801 and Civil Engineer GS-0810: Option A: You have successfully completed a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts.- OR- Option B: You have successfully completed a bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit copies of your transcripts. - OR- Option C: You have successfully completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts. - OR- Option D: You have successfully completed a curriculum leading to a Bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: You must submit copies of your transcripts. - OR- Option E: You have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination.- OR- Option F: You are currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions. NOTE: You must submit copies of your current registration. BASIC EDUCATION FOR; Landscape Architect GS-0807: Option A: You have successfully completed a bachelor's or higher degree in landscape architecture or landscape design. This education must be from an accredited college or university. Note: You must submit your transcripts.- OR- Option B: You have a combination of education and experience - for each year short of graduation, I have 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. Note: You must submit copies of your transcripts. BASIC EDUCATION FOR; Architect GS-0808: Option A: You have successfully completed a bachelor's or higher degree in architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. Note: You must submit copies of your transcripts.- OR- Option B: You have a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum and/or (2) Experience (see announcement for details).Note: You must submit your transcripts. The ADDITIONAL QUALIFICATIONS Requirement

GS-13: Applicants must have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service, performing professional engineering or architectural, or natural resources management and biological science principles, methods, and techniques. This experience included (1) determining project objectives, goals, timetables, schedules, milestones, cost estimates, and staffing needs for project quality; (2) initiating, guiding and controlling design and construction projects (e.g. visitor centers, campgrounds, lodging, water and wastewater systems and treatment facilities, roads, parking and transportation system infrastructure); (3) negotiating Architecture/Engineering (A/E) services, construction management services, and construction contracts to carry out a multi-year program of work; and (4) Managing a multi-disciplinary team to identify technical or policy issues, coordinate solutions and keep projects within established scope, schedule and budget. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$91,231.00 - $118,603.00
