Job Summary
This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA),Office of the Commissioner (OC), Office of Chief Scientist (OCS),Office of Regulatory Science and Innovation (ORSI) located in Silver Spring, Maryland.
Major Duties
- Serve as a technical and scientific expert for program managers in ORSI and as the Agency point of contact for the oversight and coordination of assigned program activities.
- Oversee the management of high quality, science portfolio requiring them to utilize their scientific and project management knowledge.
- Serve as the focal point and leader for communication with the OAGS Grants Specialist.
- Facilitate timely provision of funding to the CERSI cooperative agreements and management of periodic requests for applications when grant renewals are required.
- Conversant with and facile in the use of the current HHS-wide grants management system used as a repository for official grant-related documents.
- Work closely with other scientific experts within the Office of the Chief Scientist, other FDA offices and Centers, and scientists in the academic Centers for Excellence in Regulatory Science and Innovation.
- Interact with other Federal agencies, and outside organizations, such as academia, regulated industry, professional and industry organizations, and public interest groups as appropriate based upon assigned portfolio.
- Maintain update to date information of the scientific issues across a broad range of scientific disciplines, as well as project management principles and skills to carry out the mission of the Agency and ORSI.
- Address and solve unusual and often precedent setting problems associated with adherence to the methods, policies and practices of sound organizational management and efficient utilization as it pertains to his/her program elements.
Qualifications
The position of Interdisciplinary Scientist falls within the 0401/1301 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 04/24/2020. In addition to meeting Time In Grade restrictions, applicants must meet the Basic Requirement and Specialized Experience as follows: BASIC REQUIREMENT Biologist, GS-0401-15 A. Have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Transcripts must be submitted at time of application) OR b. Have a combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (Transcripts must be submitted at time of application) Physical Scientist, GS-1301-15 A. Have a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.(Transcripts must be submitted at time of application) OR B. Have a combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (Transcripts must be submitted at time of application) In addition to the Basic Requirement stated above, applicants must have the following: Specialize Experience: Have one year of specialized experience equivalent to the next lower grade of GS-14 or equivalent band level of responsibility in the Federal service developing regulatory science research programs and/or projects; managing federal grants program; performing analytical studies and/or projects related to management/productivity improvement, and long-range planning; identifying, recommending and negotiating solutions to resolve regulatory science issues. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. $142,701.00 - $170,800.00
