Job Summary

This position is located at the FermiSite Office. This position at the GS-14 level serves as aU.S. Senior Federal Project Director (FPD) for large scale capital projects or sub-projects located at Fermi National Accelerator Laboratory (Fermilab) and possibly at remote locations off-site.TheFPD is the focal point for official DOE oversight and directing the execution of the project and is the single point of accountability with direct reporting relationship for project execution.

Major Duties

The Federal Project Director responsibilities include:

  • Planning, design, construction and commissioning of the infrastructure and/or scientific equipment to enable the success of DOE’s mission objectives.
  • Providing overarching senior technical management and coordination of design, construction, and operations activities; and defines the program objectives, scope, cost and schedule.
  • Reviewing and approving project plans and ensures proper execution. Validates project budget requirements and budget documentation.
  • Reviewing project costs to ensure proper use of funds. Controls the Total Estimated Cost baselines for the assigned project(s).
  • Leading direct and indirect resources on the integrated project team composed of all technical and business disciplines necessary to support execution of all aspects of the project
  • Conducting special studies, economic analyses, and preparation of reports.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience for this position is defined as: Experience providing overall technical management and coordination of design and construction activities for complex capital asset projects. Leading a team of engineers, scientists and other professionals to plan, develop, and implement projects. Maintaining oversight of projects designed and constructed according to appropriate standards. Preparing briefings, presentations, and other communications to convey status and facilitate issue resolutions with the project, program, and other stakeholders. You must describe in your application how your past work experience demonstrates that you possess the KSAs identified below. Cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position. Knowledge of engineering concepts, principles, standards, practices of physical sciences to engineering disciplines such as nuclear, safety, mechanical, and civil, sufficient to provide senior level technical expertise and guidance to other practitioners.

Ability to effectively communicate, orally and in writing, program plans, needs, accomplishments, and issues to facilitate mission success through building advocacy with sponsors and leadership.

Knowledge of contracting methods, procedures, monitoring, and documentation as related to the accomplishment of the mission.

Knowledge of, and ability to apply project management principles, methods and techniques to ensure effective and timely achievement of project goals and objectives.

Knowledge of Environmental, Safety, and Health laws, regulatory requirements, and Departmental policies in order to provide line management oversight and Integrated Safety Management assurance as it relates to construction activities. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education must be obtained from an accredited institution recognized by the U.S. Department of Education.

Pay Range

$98,198.00 - $150,856.00
