Job Summary
These positions administer complex recreation and/or non-recreation special uses, located on San Juan, Rio Grande, Pike/San Isabel, and the Arapaho/Roosevelt National Forests in Bayfield (Jed Botsford 970-884-1436), Del Norte (Jody Fairchild 719-658-0390), Fairplay (Josh Voorhis 719-836-2031), and Fort Collins (Katie Donahue 970-295-6711), Colorado. Major Duties
- Responsibilities listed are at the full performance level GS-9.
- Evaluates recreation/non-recreation special use needs in planning, organizing, advising on, and administering recreation and non-recreation special use activities and programs.
- Conduct surveys and evaluates existing permitted special use recreation and/or non-recreation facilities and their present use and demand.
- Provides specific program input into the overall natural resources management planning process.
- Coordinates with other natural resource disciplines ensuring program requirements are included in the project planning and execution.
- Based on evaluations of proposed recreation/non-recreation special uses, recommends potential sites or areas for permitted activity and/or planned development with suggested priorities for development.
- Prepares and administers all types of recreation/non-recreation special use permits including inspection of permittee operations to determine compliance with terms of the permit.
- Initiates corrective action directly with the permittee or, when necessary, recommends action to the appropriate line officer.
- Prepares special use permits (legal documents) and reviews operating plans for recreation/non-recreation special uses, applying knowledge of laws, rules, regulations and policies required to initiate action for permit renewals and reissuance.

Applicants must meet all qualifications and eligibility requirements by the closing date of referral including time-in-grade restrictions, specialized experience and/or education, as defined below. Basic Requirement:
GS-0101: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR Successfully completed one full year of graduate level education. OR
Appropriate combination of graduate level education and specialized experience as described above. Education must have been obtained from an accredited institution. OR
Obtained Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp).The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. GS-9 You must have one year of specialized experience equivalent to the GS-07 level in the Federal service. One year of specialized experience equivalent to the GS-07 level. Specialized experience is defined as assisting with evaluating special use and lands issues in planning and organizing special use permits, providing program input into the natural resources planning process, assisting with developing an annual program of work; assisting with tracking permit holder status, and assisting with inspections of permit holder facilities. Creating recreation and non-recreation special use permits in a database. OR
Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR
Appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of the referral request.

$43,251.00 - $68,777.00
