Job Summary
Four Interdisciplinary Social Scientist/Natural Resource Specialist (Recreation Special Uses Administrator) positions may be filled from this announcement. Recreation Special Uses Administrator is responsible for administering natural resources complex recreation and/or non-recreation special uses which includes overseeing outfitter and guide operations; recreation event permit programs and fostering partner relationships.
Major Duties
- Responsibilities are listed at the full performance level GS-9.
- Prepare all types of natural resources recreation/non-recreation special use permits including inspection of permittee operations to determine compliance with terms of the permit based on regulations and federal law.
- Calculate fees to issue billings related to natural resources special use permits.
- Maintain information database in order to monitor natural resources program activities.
- Develop natural resources environmental documents including impact statements concerning special use permit proposals and other project proposals.
- Prepare correspondence to permittees such as: inquiries concerning special uses, delinquency and termination notices and to disseminate rules, regulations, policies and procedures.
- Maintain files relating to natural resources special use activities including: recreation residences, organization camps, resorts, concessions, rights-of-ways, power lines, pipelines and communication sites.
- Confer with permittees or operators in an attempt to gain compliance with natural resources permit terms and regulations/federal laws.
- Coordinate with natural resource disciplines to ensure program requirements are included in project planning and execution.
- Prepare natural resources technical background reports which include the nature and extent of violations to gain compliance with the terms of the use permit.

GS-0101 Basic Requirement
Degree: Degree in behavioral or social science; or related disciplines appropriate to this position; OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. GS-0401 Basic Requirement
Degree: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position; OR
Combination of education and experience; courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
For the GS-07: Applicant must have one year of specialized experience equivalent to the next lower grade level (GS-5). Examples of specialized experience include: Assisted with providing natural resources program input into the planning process; assisted with developing portions of an annual program of work; assisted with tracking permit holder status and assisted with creating natural resources recreation and non-recreation special use permits in a database. OR One full year of graduate level education; OR
An appropriate combination of graduate level education and specialized experience; OR Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp).The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-09: Applicant must have one year of specialized experience equivalent to the next lower grade level (GS-7). Examples of specialized experience include: Assisted with evaluating natural resources special use and lands issues in planning and organizing special use permits; provided program input into the natural resources planning process; assisted with developing an annual program of work; assisted with tracking permit holder status; assisted with inspections of permit holder facilities; created natural resources recreation and non-recreation special use permits in a database. OR
A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$43,251.00 - $68,777.00
