Job Summary
The incumbent serves as a planning study manager for interdisciplinary Project Delivery Teams (PDTs) providing water resource solutions for major river systems, shorelines, and harbors.
Major Duties
- Directs, manages and conducts water and related land resources studies. Evaluates community needs and water resource problem areas, determines the scope of effort required for study and establishes study approaches and methods.
- Researches precedents and analyzes input from team members including hydraulic, hydrologic, design, geotechnical and cost engineering, as well as economic, real estate, biological, archaeological, ecological and other disciplines.
- Coordinates pertinent inter-jurisdictional planning activities and represents the District on all matters related to assigned studies.
- Directs the preparation of or prepares various reports, study plans and the final study report assuring consistency and technical accuracy of the report, appendixes and environmental statements.

In addition to meeting the basic education requirements above, to qualify for this position you must also meet the qualification requirement listed below: Specialized Experience: For GS-11 : One year of specialized experience which includes assisting senior study managers with feasibility studies for water resources projects related to flood risk management, ecosystem restoration, navigation, water supply, and/or water conservation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service GS-09.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Water Resources Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS-12 : One year of specialized experience which includes experience performing feasibility studies for water resources projects related to flood risk management, ecosystem restoration, navigation, water supply, and/or water conservation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service GS-11.
