The primary purpose of this position is to serve as the focal point for the Installation Support Panel (ISP) and assist the Chief of the Installation Support Panel, AF/A4PR, in leading the panel.
Major Duties
- Recommends resource plans, policies, procedures and strategies.
- focal point in the day-to-day building and sustaining of team work on the Installation Support Panel.
- Interfaces with Air Staff, DOD, and MAJCOMs. Performs day-to-day management of the Panel functions.
- Performs special studies and develops briefings. Directs and conducts special analyses to support development and defense of installation support program and budget.
- Management of Air Force Program Change Requests (PCRs).
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes SPECIALIZED EXPERIENCE (0801/0819): Applicants must meet the basic education requirements for the GS-0801/0819-14 and have one year of specialized experience equivalent to the GS-13 grade level in federal service which includes a broad understanding in developing, analyzing, evaluating, and implementing broad strategy, planning and resource plans, policies, and procedures for programming and advocating Civil Engineer programs and resource requirements, concepts, principles and practices of project management to serve as a professional engineering technical authority; principles in civil, and environmental engineering; solving engineering and funding problems. AND EDUCATION REQUIREMENTS(0801/0819): Bachelor's degree in environmental or earth sciences, environmental/community planning or engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION. OR SPECIALIZED EXPERIENCE (0020): Applicants must meet the basic education requirements for the GS-0020-14 and I have one year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes performing duties of facility and infrastructure planning, program management, portfolio management analysis, practices and procedures; knowledge of engineering/scientific concepts, principles, practices, standards, methods and techniques for application to asset management; knowledge of project development, execution and advisory services. AND EDUCATION REQUIREMENTS (0020): Degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and ability applicable to a wide range of civil engineer strategy, planning, programming and environmental practices, techniques, and procedures to effectively perform project management within the civil engineer portfolio. 2. Knowledge of planning, programming, budgeting and execution (PPBE) and Strategy, Planning and Programming Process (SP3). 3. Thorough understanding of Installation Support programs; specifically including Civil Engineer programs. Knowledge of base, major command, and Staff engineering organizations, structures and how they operate and interface is highly desirable. Knowledge of environmental issues is useful in assessing PCRs. 4. Skill in communicating, both orally and in writing, with technical personnel, federal and state agencies, commanders and higher echelons to explain the applicability and interrelationship of strategy, planning, programming and budgeting processes in support of organizational requirements and mission accomplishment. 5. Ability to utilize Information Technology systems that relate to PPBE and SP3; form long-range plans and incorporate into the full range of activities. 6. Ability to research, analyze, interpret, apply guidelines, regulations, policies and maintain effective working relations.8. Knowledge of the Environmental Impact Analysis process and Environmental Program PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$121,316.00 - $157,709.00
