Job Summary

The position is located in the Natural Resource Condition Assessment (NRCA) Program within National Park Service (NPS). The NRCA Program provides funding, national level guidance, and technical expertise in support of natural resource condition assessments in national park units (parks). The incumbent is a senior staff member with the NRCA Program and also serves as the project manager for diverse types of condition assessment studies undertaken in parks.

Major Duties

The major duties of Interdisciplinary Biologist/Physical Scientist position include, but are not limited to the following:

  • -Serve as the designated project manager providing technical expertise to parks and study partners to help them plan and implement scientifically credible assessments of current natural resource conditions in parks, including biological and natural resources (e.g., vegetation, wildlife, fisheries, invasive species, sensitive species, and associated ecological components such as air, water, geology, and natural soundscapes and night skies).
  • -Assist parks and partner investigators in developing work plans and schedules, scopes of work, cost estimates, and proposals to justify funding requests and study objectives.
  • -Provide expertise and problem-solving support to parks and partner investigators in cases where current data and information are limited or inconclusive.
  • -Coordinate peer and management reviews of draft study plans and final reporting products to ensure they meet applicable scientific standards and reflect good scientific practices.
  • -Ensure that public reporting materials meet NPS graphic identity and publication standards.
  • -Serve as the senior advisor to the national NRCA coordinator in developing and updating NRCA requirements, guidance, templates, and procedures for use by parks, NPS central office staff, and partner investigators working on natural resource condition assessment projects.

Qualifications

All qualifications must be met by the closing date of this announcement-03/20/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. Basic Requirements: In order to qualify for the 0401, General Natural Resources Management and Biological Sciences Series, you must possess the Basic Qualifications below: Degree: Biological Sciences, Agriculture, Natural Resource Management, Chemistry, or related disciplines appropriate to the position. -OR- Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In order to qualify for the 1301, General Physical Science Series, you must possess the Basic Qualifications below: Degree: Physical Science, Engineering, or Mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: EXPERIENCE: For the GS-12:

Applicants must have at least one year of specialized experience equivalent to the GS-11 level in the federal service that includes: (1) Experience in managing and/or researching natural resource conditions in national park units or other protected conservation areas. (2) Experience in planning and executing complex scientific investigations in a cost effective, timely, and professional manner. (3) Experience in coordinating project work e.g. formal contracts and agreements; includes oversight and management of project budgets, tasks/timelines, and project deliverables. (4) Experience in writing reports, guidance/instructional documents, or other substantive written materials that reflect a well-organized, clear, and concise presentation style. -OR- EDUCATION: GS-12: There is no substitution of education for experience at the grade level of this announcement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$80,830.00 - $109,358.00
