Major Duties

This is a national position that is responsible for assisting with policy research, development, and management of the Cadastral Survey program in the BLM. Major Duties include, but are not limited to:

  • Providing detailed and thoroughly researched advice and recommendations to upper level management officials in the Bureau and the Department of the Interior on policies, regulations and developing issues affecting land surveys and the Public Land Survey System programs.
  • Drafting, developing and recommending policy changes for the PLSS GIS dataset and other cadastral survey program issues.
  • Reviewing data from State offices to ensure consistency with current policy and the Manual.
  • Identifying key issues associated with the program and suggesting proposed solutions and policy direction to a broad scope of entities.
  • Developing and maintaining a national inventory of PLSS data.
  • Coordinating budget, policy and communications with other Federal agencies on PLSS data.
  • Coordinating with Legislative Affairs staff to identify, develop, and transmit to Congress high priority legislative initiatives involving cadastral surveys and PLSS GIS data.
  • Responding to public inquiries regarding the cadastral survey program and PLSS GIS data.

Qualifications

Basic EducationRequirement: A. Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. -or-B. Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education. -or-C. Current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. (You must show evidence of registration based on successful completion of the written examinations.)In addition to the basic education requirements, you must meet Specialized Experience Requirements:Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled.For the GS-13: Examples of qualifying specialized experience include experience in professional land surveying work such as planning and directing general surveys and resurveys; researching and interpreting land records and legal decisions; coordinating and integrating segments of survey projects; applying survey and computation techniques; and demonstrated experience in communicating analytical, technical, and legislative information regarding land surveying with government, insurance and legal professionals, and landowners.

Pay Range

$91,231.00 - $118,603.00
