Job Summary
This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS) with one vacancy in Silver Spring, MD.
Major Duties
As a Lead Cartographer, you will perform the following duties:
- Develop and execute a variety of long-term plans, cartographic tasks and projects to construct, maintain, and distribute National Geodetic Survey (NGS) shoreline products and services.
- Perform cartographic tasks and projects through analysis of data from a variety of sources resulting in incremental changes and new editions to NGS shoreline products and services, including review and certification and providing feedback and corrections on the same. Provide review of other cartographer’s completed work to ensure compliance with standards and policies.
- Lead a team of cartographers in identifying, distributing, and balancing workload and tasks, and monitor and report on the status of progress of work. Check on work in progress and review completed work to see that the supervisor’s instructions on work priorities, methods, deadlines and quality are met.

BASIC REQUIREMENTS:This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience or a substitution of education for experience in order to be found minimally qualified.You MUST meet one of the following basic education requirements:
To qualify for the 1370 series:
A. Degree:cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

B. Combination of education an experience:courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
-AND-SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 grade level in the Federal service. Specialized experience MUST include all of the following: Compiling and analyzing cartographic data to support the mapping of shorelines;
Extracting, cleaning and feature attributing of topobathy-lidar and aerial-imagery of shorelines; and
Performing quality assurance of cartographic products and/or services developed by cartographers for use by client base customers.
Pay Range
$102,663.00 - $157,709.00
