Major Duties
You will:
-Work on a topical and/or geographic watershed management program and/or projects involving protection, conservation and/or restoration to achieve compliance with environmental requirements;
-Serve as a programmatic and technical lead on watershed management and watershed management programs;
-Participate in the review and implementation of scientific technical standards, guidelines, policies, programs and projects;
-Serve as a Contract Officer’s representative for contracts and/or Project Officer for assistance agreements and Interagency Agreements in accordance with Federal and agency policies and practices.
When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or inter-agency agreements.

Qualifications
You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as handling water quality issues; providing guidance to federal/state/local customers on water programs; reviewing and implementing water standards, guidelines, policies and/or regulations.- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below
- OR an equivalent combination of education and experience.To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as reviewing and analyzing state and/or organization watershed programs and recommending changes; analyzing and evaluating new or revised environmental guidelines to determine impact on water resources.Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1)Knowledge of topical and/or geographic watershed management topics involving protection, conservation and/or restoration to achieve compliance with environmental requirements; 2)Knowledge of pertinent federal, state, and local laws and regulations, such as the Clean Water Act (CWA), and/or other water quality laws, documentation and reporting requirements; 3) Knowledge of watershed management concepts, principles and practices; 4)Skill in developing, planning and implementing watershed management programs, projects, plans and requirements; 5)Knowledge of federal regulations, laws, policies and practices governing contracts and/or grants administration; 6)Skill in oral communication sufficient to support work on watershed management policies, programs, projects and plans; and 7)Skill in written communication sufficient to respond to a variety of external inquiries, and develop program reporting, policies and guidance.

Pay Range
$73,962.00 - $115,251.00
