Job Summary

Major Duties
You will:
- Serve as an expert and authority in overseeing the investigation of complex Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) hazardous waste sites located within assigned geographical areas to identify high risk sites, to determine if they are eligible for inclusion on the Superfund National Priorities List (NPL).
- Oversee the preparation of Hazard Ranking System (HRS) documentation packages for sites which are eligible for inclusion on the National Priorities List (NPL).
- Serve as a recognized expert in the national Hazard Ranking System (HRS).
- Develop scopes of work and independent government cost estimates (IGCEs), oversee contractor work related activities, evaluate contract deliverables, and direct changes/revisions in contract deliverables.
- Develop overall schedule and plan for site investigation.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
Qualifications
You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience implementing procedures and guidance on site evaluations and cleanup programs based on the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the Superfund Site Assessment National Priorities List policy and guidance.Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and Oil Pollution Act (OPA).
Knowledge of environmental laws and regulations.
Knowledge of environmental sciences and related disciplines (e.g., biology, ecology, chemistry, hydrology, radiation physics, environmental law, real property functions, statistics).
Knowledge of the Hazard Ranking System (HRS) system.
Knowledge of site assessment processes, techniques and policies.
Knowledge of contracting principles, practices, and procedures.
Skill in serving as a Contracting Officer Representative (COR).
Ability to schedule and plan for site investigations. Pay Range
$95,253.00 - $123,826.00
