Job Summary

You will serve as a MANAGER, SUPERVISORY ENGINEER, or SUPERVISORY SCIENTIST in the INFRASTRUCTURE DIVISION of NAVUNSEAWARCENDIV NEWPORT RI. Per 5 CFR 335.103(c)(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to (or higher than): For the ND-05: An ND-05 (GS-14/15 equivalent) on a permanent basis in the competitive service; For the ND-04: An ND-05 (GS-12/13 equivalent) on a permanent basis in the competitive service.

Major Duties

  • You will negotiate with Center organizations regarding changes to the Division?s service and advise Division Head (DH) on recommended changes.
  • You will work alongside DH to establish priorities, determine methods to analyze and monitor costs, performs risk assessments, and devise plans and budgets to ensure sound fiscal management.
  • You will provide information to Branch supervisors and DH in planning future requirements for the Center.
  • You will participate in recruitment events and help oversee resulting hiring actions.
  • You will support and communicate EEO policies by ensuring equity in determining assignments, training selections, promotions, award nominations, discipline, selection for committees and panels, etc.
  • You will prepare and execute strategic planning and assessment efforts on behalf of the Center.
  • You will be responsible for Continuous Process Improvement (CPI) and change management.
  • You will coordinate internal investment projects and oversee the Technical Department?s investment proposals.

Qualifications

For the ND-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist applying advanced theories, principles, concepts, standards, and methods of environmental engineering or biological and physical science to provide leadership and consultation for computer-based modeling of the impacts of undersea acoustic energy on biological systems provided by Mission Environmental Planning Program (MEPP). For the ND-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist applying advanced theories, principles, concepts, standards, and methods of environmental engineering or biological and physical science to provide consultation for computer-based modeling of the impacts of undersea acoustic energy on biological systems. $69,016.00 - $166,500.00
