Job Summary

You will serve as a MANAGER (ND-05; GS-14/15 equivalency) in the EXTREME ENVIRONMENT LIFE SUPPORT BRANCH; MARITIME MISSION SYSTEMS DIVISION; EXPEDITIONARY & MARITIME SYSTEMS DEPARTMENT of NAVSURFWARFCTR PANAMA CITY DIVISION.

Major Duties

  • You will identify and correct areas of weakness and gaps in engineering processes and practices.
  • You will lead a complex technical organization and perform the full range of supervisory responsibilities to include: (a) personnel management; (b) program execution oversight; and (c) resource management.
  • You will apply working knowledge of DoD and NAVSEA Acquisition and project management policies and procedures across the programmatic lifecycle.
  • You will manage applicable Navy appropriations, accounting principles and resource planning to support project objectives and organizational goals.
  • You will manage life support systems, damage control equipment, chemical biological defense individual protective equipment, ballistic personal protective systems, to include certification and regulatory requirements.
  • You will apply engineering processes, including requirements definition, design, fabrication, integration, and testing of components and subsystems.
  • You will conduct performance reviews for a diverse team of engineers, scientists and analysts to establish training requirement needs, establish mentoring opportunities and document career development goals.

  • You will communicate clearly/concisely orally and in writing at all levels of the organization including senior/executive leadership as evidenced by the resume and having authored explanations of test reports, contacts, and other complex information.

  • You will document assignments to include, but not limited to, In-Service Engineering Agent, Technical Direction Agent, Acquisition Engineering Agent, Software Support Activity and Design Agent roles.
  • You will interpret and apply NAVSEA Engineering and Technical Authority Policy; specifically Engineering Agent Responsibility.
  • You will create and author programmatic documents (work requests, funding acceptance, proposals, action plans, policy, etc)

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist evaluating the operational integration and preventative maintenance performed on maritime protective equipment systems to determine an organizations environmental life support programs compliance with regulated industry standards (e.g., life support systems, damage control equipment, chemical biological defense individual protective equipment, ballistic personal protective systems). Pay Range

$91,231.00 - $164,858.00
