The primary purpose of this position is to oversee complex projects involved in managing the requirements of the weather organizations global and regional meteorological products and services. Devises methods, techniques, and procedures to manage and track user requirements/requests for meteorological products, services, information systems changes, and other resources

Major Duties

  • Ensures standardized meteorological support for Air Force, Army, Navy, Guard, Reserve, DoD, national programs, and other government and international agencies
  • Utilizing professional knowledge of meteorology, directs project teams in the development of new products and/or technical capabilities to support user requirements.
  • Develops, coordinates, and maintains Memoranda of Agreement (MOAs), Memoranda of Understanding (MOUs), and Interagency Support Agreements (ISAs) between the organization and external agencies for the exchange of data, products, and services.
  • Documents user satisfaction surveys and correspondence regarding quality and effectiveness of organization meteorological products and services.
  • Applies in-depth knowledge of AFW systems and of the functions and capabilities of the organization?s divisions, branches, sections, and/or geographically separated units to respond to user requests for information.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific, to include the Individual Occupational Requirements (IOR) for the GS-1340, Meteorology Series. BASIC REQUIREMENTS: Degree: meteorology, atmospheric science, or other natural science major that included: (1) At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of (a) Six semester hours of atmospheric dynamics and thermodynamics; (b) Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale); (c) Three semester hours of physical meteorology; and (d) Two semester hours of remote sensing of the atmosphere and/or instrumentation. (1) Six semester hours of physics, with at least one course that includes laboratory sessions. (2) Three semester hours of ordinary differential equations. (3) At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. (NOTE: There is a prerequisite or co-requisite of Calculus for course work in Atmospheric Dynamics and Thermodynamics, Physics, and Differential Equations. Calculus courses must be appropriate for a Physical Science major). NOTE: You must submit a copy of your transcripts. AND In addition to meeting the above basic education requirements, you must also meet the required specialized experience, as described below. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working with meteorological systems, methods, guidelines, standards, and state-of-the-art capabilities including weather observation, forecasting, communications, meteorological equipment, and support procedures in order to conceive, design, and develop new meteorological products and services to meet a variety of user requirements; working with established weather methods and procedures to formulate and recommend solutions and/or modifications to standard practices, processes, or techniques in order to resolve complex issues or adapt existing strategies to meet unusual needs, special demands, and/or determine feasible solutions to meet requirements; or working with advanced meteorological theories, concepts, principles, and processes to develop and validate new requirements, technical approaches, product proposals, etc., to improve customer support, as well as knowledge of qualitative and/or quantitative methods to analyze and measure user satisfaction and trend data. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional meteorology concepts, principles, techniques, and practices, including weather observation, forecasting, communications, meteorological equipment, and support procedures in order to conceive, design, and develop new meteorological products and services to meet a variety of user requirements.

2. Knowledge of established weather methods and procedures to formulate and recommend solutions and/or modifications to standard practices, processes, or techniques in order to resolve complex issues or adapt existing strategies to meet unusual needs, special demands, and/or determine feasible solutions to meet requirements.

3. Knowledge of advanced meteorological theories, concepts, principles, and processes to develop and validate new requirements, technical approaches, product proposals, etc., to improve customer support, as well as knowledge of qualitative and/or quantitative methods to analyze and measure user satisfaction and trend data.

4. Knowledge of meteorological policies, organization capabilities, and in-depth understanding of available programs and user requirements to recommend projects and develop/manage agreements.

5. Ability to coordinate diverse efforts to achieve required milestones, including the ability to direct and coordinate the technical efforts of multiple project teams consisting of professionals from multiple vocations.

6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

$74,750.00 - $97,179.00
