Job Summary

TheMine Safety and Health Administration (MSHA) works to prevent death, illness, and injury from mining and promote safe and healthful workplaces for U.S. miners. MSHA carries out the provisions of the Federal Mine Safety and Health Act of 1977 (Mine Act) as amended by the Mine Improve and New Emergency Response (MINER) Act of 2006. The agencydevelops and enforces safety and health rules forU.S. mines and provides technical, educational and other types of assistance to mine operators.

Major Duties

Serves as an Electrical expert and specialist for the District. Conducts a variety of onsite safety and health inspections and investigations of electrical facilities, systems, and equipment at surface and underground mining operations, preparation plants, mills, and related facilities. Prepares written reports of inspections and investigations, issuing citations and orders for violations found during examinations. Investigates accidents, fatalities, and disasters involving the malfunction, misuse, and/or mishandling of electrical facilities, systems, and/or equipment to determine the root cause, how they might be prevented in the future, and whether or not Federal laws and/or regulations were violated. May participate on teams led by nationwide experts to investigate major disasters. Conducts special investigation of complaints filed by mine workers and/or their representative concerning safety and health problems or issues. Serves as an MSHA spokesperson and authority on mine safety and health matters concerning electrical issues, for all types of mining operations (both surface and underground as applicable). Provides technical advice and guidance on electrical matters to mine operators to help them solve problems and comply with mine safety and health requirements. Assists mine operators in the planning of modifications to improve and/or correct deficiencies in electrical operations including selecting and installing new equipment, and changing materials or methods. Promotes safety and health among mine operators and workers by directing and participating in safety and health training programs, meetings, demonstrations, mine rescue competitions, and related activities. Counsels operators and workers on appropriate safety and health procedures, practices, and techniques. Testifies at judicial hearings regarding notices of violations and orders of withdrawal.

Qualifications

Mine Safety and Health Inspector, GS-1822-09

One (1) year of specialized experience equivalent to at least next lower level,GS-07 grade level in the Federal Service, as defined below.

Equivalent combinations of education and experience are qualifying for positions and grade levels for which both education and experience are acceptable.

Specialized experienceis mining, mine engineering, or on-site mine safety and health inspection experience performing a full range of tasks and operating a variety of equipment in underground or surface mines, or mineral processing plants. This includes practical mining experience in planning, installing, operating, monitoring, or maintaining a system or equipment for extracting the ore from the earth.

Specialized experience should include extensive hands-on mining experience that provided the applicant with a comprehensive knowledge of mining methods, equipment, and occupational health and safety hazards. Specifically, applicants should have knowledge of the transportation of materials and workers, ventilation in closed spaces, ground control, roof control (for underground positions), handling and storage of hazardous materials, worksite safety practices, worksite environmental conditions that affect the health of workers, and /or accident prevention.

All applicantsmust meet the specialized experience requirements for inspector positions (defined above) and, in addition have experience in designing, installing, and/or maintaining a mine electrical system or electrical mining equipment. Experience as a certified mine electrician is qualifying. Education alone is not qualifying for these positions.

Substitution of Education for Specialized Experience: There is no substitution of education for specialized experience at the GS-09 grade level.

Mine Safety and Health Inspector, GS-1822-11

One (1) year of specialized experience equivalent to at least next lower level,GS-09 grade level in the Federal Service, as defined below.

Equivalent combinations of education and experience are qualifying for positions and grade levels for which both education and experience are acceptable.

Specialized experience is experience performing mine safety and health inspection, analysis and evaluation of health/safety aspects of mining industry operations and processes; or evaluation, analysis or development of agency programs.

Examples of creditable experience include: direct on-site inspection; special accident investigation; development of mine safety and health standards; data analysis and evaluation of operational mine safety and health programs; special assessments; and development of industry-wide training or safety and health awareness programs.

All applicantsmust meet the specialized experience requirements for inspector positions (defined above) and, in addition have experience in designing, installing, and/or maintaining a mine electrical system or electrical mining equipment. Experience as a certified mine electrician is qualifying. Education alone is not qualifying for these positions.

Pay Range

$53,046.00 - $100,008.00
