Major Duties

This position serves as a Mining Engineer for the Utah State Office, Division of Lands and Minerals. The incumbent serves as the primary individual providing technical direction, guidance, and advice in the area of mineral mining development, including the operational aspects of the federal coal management program. Major duties include but are not limited to:

  • Assess and recommend statewide minerals priorities, develop policy and procedural guidance, conduct resource program coordination.
  • Serves as the Utah Coal Program Coordinator and has the responsibility for coordination and technical guidance and oversight of all aspects of program policies established for coal exploration, leasing, economic evaluation, development, operations, and Inspection and Enforcement/Production Verification (I&E/PV) activities described under 13 CFR 3480.
  • Reviews to ensure state-wide consistency with the mineral management requirements and regulatory compliance.
  • Responds to Congressional inquiries, requests under the Freedom of Information Act, and provides information for response to the State Director and/or Director’s Office.
  • Communicates the organization’s strategic plan, mission, vision, and values to the team.

Physical Demands: The work is sedentary. No unusual physical demands are required.

Work Environment: The work is performed primarily in an office setting. Incumbent will be required to travel regularly to outlying locations within and outside of Utah, including occasionally to the Washington Office.

Qualifications

Basic Education Requirement: This position has a positive education requirement:To qualify as Mining Enginer (0880): You must have a degree in professional engineering.The curriculum must: (1) be in a school of engineering with a least one curriculum accredited by the Accreditation Board for Engineering and Techology ABET as aprofessional engineering curriculum: OR (2) include differential and intergral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR a combination of education and experience -- college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.Please click here for additional information on the basiceducation requirement for the 0880 series:Individual Occupational Requirements.You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.

In addition to meeting the basic education requirement, in order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement- please be sure to include this information in your resume. In addition to the time-in-grade and basic education requirements, to qualify at the GS-13 level you must meet the following:Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Mining Engineer.Specialized experience includes serving a senior engineer/staff specialist performing professional mining engineering work such as coal exploration, leasing, development, operations, and inspection and enforcement; performs regulatory compliance for mineral management; and communicating technical and non-technical information to a diverse audience.
