Major Duties
Senior science lead for the National Conservation Lands. The position is located within the Division of the National Landscape Conservation System (NLCS) in the BLM Headquarters Office. Incumbent develops and delivers the NLCS Science Program. Major duties include but are not limited to:
Manages the nationwide Science Program for the National Conservation Lands. Coordinates projects with other Divisions. Assesses current and future science needs of the National Conservation Lands.
Manages the National Conservation Lands Management Studies Support Program aiming to increase the effectiveness of resource management by financially supporting partner-conducted research that informs the effective decision-making.
Coordinates with the agencies National Science Committee, representing the directorate (including education, paleo/cultural, and recreation) and their science needs.
Implements the National Conservation Lands Science Strategy and coordinates internally with headquarters, State/District/Field Offices and units of the National Conservation Lands. Serves as the primary contact for external customers and stakeholders interested in the National Conservation Lands Science Program.
Develops national level science initiatives and facilitates the integration of scientific information into National Conservation Lands decision-making.
Physical Demands: The work involves office activities, largely of a sedentary nature. Travel is required in connection with various work assignments. Rugged terrain in the West may involve strenuous hiking or climbing. The incumbent often works under very tight deadlines involving projects of national significance.
Work Environment: Most of the work is performed in an office setting where risks, generally associated with an office environment, are present.
Qualifications
Basic Education Requirements: A 4-year course of study leading to a bachelor`s degree with a major in biological sciences, agriculture, natural resource management, range management, chemistry or related disciplines appropriate to the position; -or-A combination of education and experience equivalent to a major in biological sciences, agriculture, natural resource management, range management, chemistry or related disciplines appropriate to the position.In addition to the Basic Education Requirement, you must also meet the specialized experience listed below:Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet thebasic education and the specialized experience requirements - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.Applicants must have one year of specialized experience equivalent tothe GS-12 grade levelin the federal service. Examples of specialized experience equivalent to the GS-12 grade level include:Experience involving the evaluation of scientific proposals, facilitating the implementation of science research, including budgetary oversight, and communicating results and outcomes to agency scientists, managers, and leadership, as well as external organizations; experience managing a national level science program.Substitution of Education: There is no substitution of education for experience at the GS-13 grade level.You must meetall qualification requirements within 30 days of the closing date of the announcement.Time-in-Grade Requirement:Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
Pay Range
$91,231.00 - $118,603.00
