This position is located in the National Marine Fisheries Service (NMFS), Greater Atlantic Regional Fisheries Office (GARFO) with one vacancy in Gloucester, MA.

Major Duties

As a Natural Resource Management Specialist, you will perform the following duties:
• Assist fisheries and protected species managers in developing new or modified procedures for managing, conserving, and protecting living marine resources and their habitats.
• Evaluate National Environmental Policy Act (NEPA) documents for compliance with environmental laws and regulations, such as the Magnuson-Steven Act, Endangered Species Act, and the Marine Mammal Protection Act.
• Advise Regional Office, Science Center, and Council staff regarding policy requirements and compliance and recommend new or modified procedures that will improve the regional regulatory process in accordance with applicable laws and regulations.
• Compile, evaluate, and present scientific data to develop and implement plans and actions related to listings, permits, recovery planning, and delisting related to regulatory mandates.

BASIC

REQUIREMENTS:This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:EDUCATION:

To qualify at the 0401 series:This position requires applicants to meet the Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements.

A. DEGREE:biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. COMBINATION OF EDUCATION AND EXPERIENCE:Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at theZP-3 or GS-11 level: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following: Collaborating with management to develop procedures for the conservation of living marine resources and their habitats, including marine mammals, sea turtles, and endangered fishes;

Assisting in the preparation of National Environmental Policy Act (NEPA) documents in compliance with environmental laws and regulations; and

Contributing to the presentation of scientific data supporting alternative analysis and impact analysis in environmental impact statements and assessments. ORSUBSTITUTION OF EDUCATION:3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.OR

COMBINATION OF EDUCATION AND EXPERIENCE:A combination of education and experience as described above.

Note: Only graduate education in excess of 2 full years is qualifying for combination of education and experience.

Pay Range

$71,274.00 - $111,062.00
