Job Summary
This position is located in the United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) in the Ohio State Office. The incumbent serves as Western Lake Erie Basin (WLEB) Coordinator on the Ohio/Michigan/Indiana State Conservation's staff and is responsible for the coordinating USDA NRCS representation to the WLEB.
Major Duties
- Serves as the USDA NRCS authorized representative to technical, management committees or task forces for coordinating Western Lake Erie Basin (WLEB) offices.
- Coordinates information and responses related to NRCS authorities, programs, and provide assistance to the committees and organizations working in the Western Lake Erie Basin (WLEB) including the Great Lakes Commission.
- Identifies issues of policy and procedures of other organizations and agencies working in the WLEB that may affect the work of NRCS, and communicates those issues to the Regional Conservationist, or their designated representatives.
- Analyzes and interprets natural resource, technical, and program data; prepares reports and briefings based on the data analysis; and makes recommendations to the Regional and State Conservationists.
- Assists the Regional Conservationists in coordinating the NRCS WLEB implementation across States and in collaboration with the involved State Conservationists and their staffs.
- Identifies opportunities to partner with the other Federal, State, or local agencies and organizations for improvement of natural resource conditions in the WLEB.
- Participates in WLEB meetings, workshops, and conference calls/webinars as well as providing NRCS input into progress reporting through WLEB documents such as the Five-Year WLEB Plan.
Qualifications
BASIC REQUIREMENT FOR 0401:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. BASIC REQUIREMENT FOR 0457:
Degree: Soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.
OR
Combination of education and experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for this position, you must possess at least one year of specialized experience, equivalent to the Federal GS-12 level or higher in the Federal service, or comparable experience not gained through federal service. Examples of specialized experience include: Coordinating activities and assisting stakeholders with planning and conservation efforts; identifying issues of policies and procedures; providing complex technical guidance and assistance to groups and individuals on a range of topics related to natural resource conservation; devising and implementing cohesive, short and long-term soil conservation plans as well as comprehensive, integrated resource development projects. Note: There is no education substitution for the GS-13 level. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). Pay Range
$94,433.00 - $122,766.00
