Job Summary

This position is in the Southern Region, State and Private Forestry Cooperative Forestry unit located in Atlanta, Georgia. The incumbent serves as a Natural Resource Program Leader with responsibility for the Forest Legacy Program. Major Duties

  • Serves as the technical expert in reviewing Forest Legacy Assessments of Needs and/or State Forest Action Plans.
  • Serves as the technical expert in reviewing applications, providing feedback, and participates in review panels and guideline revisions.
  • Coordinates with budget personnel and state partners in the development of out-year budgets.
  • Serves as the program manager responsible for managing grant awards for the purchase of land or interest in land.
  • Advise grantees on post-award compliance with grant requirements.
  • Develop and implement policies and procedures relating to review of grantee's compliance with program requirements and land acquisition due diligence.
  • Conduct state-level program reviews, evaluating program performance and results.
  • Ensure partners are aware of relevant Federal regulations and requirements and monitor compliance.
  • Evaluate program and project applications for technical proficiency, efficiency, and compliance with Forest Service Guidelines.
  • Provide expert advice and assistance to partners on all aspects of the Forest Legacy and Community Forest and Open Space Programs in the Southern Region.
  • Interprets federal laws and state programs to develop policies to manage the Program.

Qualifications

Provide course descriptions as necessary. Basic Requirement:

GS-401: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.

OR

Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. Specialized Experience Requirement:

For the GS-12: You must have one year of specialized experience equivalent to the GS-11 in the Federal service. Examples of specialized experience: Developing long-range action plans and short-range operating plans for a land acquisition or other conservation programs; drafting policy, technical guides, standards, and methods for state/national/local conservation programs; and/or coordinating with other natural resource disciplines ensuring program requirements are included in the project planning and execution. For the GS-13: You must have one year of specialized experience equivalent to the GS-12 in the Federal service. Examples of specialized experience: Provide expert technical direction in all phases of a land acquisition/conservation easement-based program, reviewing all phases of project proposals and due diligence in land conveyance to ensure compatibility with traditional forest uses and compliance with federal regulations; demonstrate an understanding of how conveyance documents, permits, lease, and agreements affect the ability for forest landowners to use the land; make determinations on land rights that had local impact and public interest, advising partners on allowable uses of land based on title or conservation easement provisions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$80,830.00 - $124,955.00
