Job Summary
This position is located with the Bureau of Indian Affairs, Superintendent - Crow Creek Agency, Natural Resource Office in Fort Thompson, South Dakota. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
Major Duties
- Assists in administering a program to Indian landowners and users of Indian land in developing, utilizing, and managing their natural resources.
- Helps develop a program for the proper management and conservation of the natural resources including farmland, wild life, and wildlife habitat, recreation, and irrigable land.
- Responsible for the functions of leasing and permitting of farmland and rangeland based on the long-range objective of sustained yield use land management.
- Relating to natural resources issues, consults with Bureau and other federal, state, local, and county agencies on management, development, and implementation plans.
- Coordinates and directs activities necessary for the protection of Indian trust resources.
- Coordinates rights protection activities with the offices and representatives of the Solicitor, Regional office, and other Bureau and Departments as necessary.
- Coordinates compliance checks to ensure proper utilization, conservation, management, and protection of the natural resource.
Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, and Individual Occupational Requirements for GS-0401: General Biological Science Series). BASIC REQUIREMENTS FOR ALL GS-0401 GRADES:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate for the position.

B. Combination of education and experience-Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following: GS-9: I have at least one (1) year of full-time specialized experience or the equivalent, comparable to at least the GS-07 in the Federal Service (obtained in either the public or private sector). This experience must include; 1) work involving preparing or advising on natural resources regulations and guidance; 2) protecting sensitive habitats; 3) ensuring that activities on public land are conducted in accordance with applicable laws; 4) developing environmental reports and impact statements; 5) developing and implementing land use plans; 6) identifying problems associated with public and private land use; 7) and coordinating the surveying, monitoring, analyzing, and evaluating of natural resources to permit multiple land uses while preserving the area's ecological viability. EDUCATION: Two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree (36 semester hours, 54 quarter hours or equivalent), if related to this position. GS-7: I have at least one (1) year of full-time specialized experience or the equivalent, comparable to at least the GS-07 in the Federal Service (obtained in either the public or private sector). This experience must include; 1) work involving assisting in protecting sensitive habitats; 2) assisting in the preparations of environmental reports and impact statements; 3) working with and understanding land use plans; 4) and conducting or assisting in the surveying, monitoring, analyzing, and evaluating of natural resources. EDUCATION: One (1) full year of graduate level education (18 semester hours, 27 quarter hours or equivalent), if related to this position or superior academic achievement. GS-5: Applicants who meet the basic requirements described above are fully qualified at the entry grade level. GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work. SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Pay Range
$34,916.00 - $68,777.00
