Job Summary
This position is on a United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) State Conservationist Staff, located in a NRCS State Office, and is supervised by the Assistant State Conservationist-Programs. The incumbent will serve as the Easement Coordinator in a stat for all conservation easement programs. Responsibilities include providing program guidance, training, and coordination to facilitate the agency mission and assigned program responsibilities.
Major Duties
- Assists with implementation of agency easement programs which includes establishing statewide program priorities, fund management, development of materials to support program implementation and other easement program related functions.
- Establishes and maintains positive and cooperative working relations with other federal, state and local agencies, private organizations, to gain support and understanding of the program.
- Provides leadership and tracking of easement program applications, eligibility, deeds, monitoring, compatible use agreements, appraisals, obligations and fund integrity.
- Manages restoration agreements, contract and budgets, reviews modification requests and processes in scope or out of scope justification and elevates to appropriate approving official.
- Manages contracts for outside services for the completion of Market Analyses and surveys to determine appropriate easement compensation rates.
- Conducts outreach activities for easement program opportunities for culturally diverse populations.
- Works with State Office Public Affairs Staff to develop joint information material on enhancing conservation activities on working agricultural lands throughout easement programs.
Qualifications
BASIC REQUIREMENTS:Degree: Have a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.;

Combination of Education and Experience: Have a combination of education and experience-- Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-11 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Responsible for maintaining easement information and accomplishments in a national level tracking database and maintenance of the state cost list tools; Maintaining the national easement tracking and staging database and supporting planned web-based easement software systems; Reviewing easement deed language to insure all required easement language has been included and landowner contingent rights do not violate U.S. interests; and Managing contracts for outside services for completion of Market Analyses and surveys to determine appropriate easement compensation rates. OR
Education: Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D degree or possess Ph.D degree or equivalent doctoral degree in a similar course of study related to the work of the position. (Must submit transcripts)

Combination: Have a combination of work experience and education as described above which when combined equals at least 100%. (Determine your qualifying experience as a percentage of the experience listed in "A" above; then determine your education as a percentage of the education listed in "B" above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of two years (i.e., 36 semester hours) may be combined with experience under this standard. (Must submit transcripts) GS-12 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties: Managing restoration agreements, contracts, and budgets as necessary; Reviewing new easement program related policy and issues and makes recommendations to the program manager; Conducting outreach activities for easement program opportunities for culturally diverse populations; Developing measurements to identify problem areas in easement obligation or payment policy and procedures; and Managing the easement acquisition internal control review process. Physical Demands: The position requires both sedentary work, usually performed in an office setting and moderate physical exertion usually associated with outside field work including studies. Office work includes the use of personal computer and other office equipment, with the physical demands typical of the established setting. Work Environment: Work involves exposure to moderate risks and discomforts such as those due to adverse weather and unimproved roads that are often encountered during field visits. Field visits are made to project locations to meet with clients, review inventory and evaluate rangeland resources. Work requires special safety precautions and/or protective clothing and equipment. Evening work and overnight travel are occasionally required.
