Job Summary

These positions are located in the United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS), National Headquarters (NHQ), Washington, D.C. Positions are available in the Resource Assessment Branch (Soil Science and Resource Assessment Deputy Area). One position will be the Area-wide Planning Branch (Programs Deputy Area) and will serve as the national lead, located in DC, for Working Lands for Wildlife (WLFW).

Major Duties

  • Administer natural resources management/conservation programs and policy nation-wide.
  • Collaborate with various levels of personnel across NRCS deputy areas and states to develop, propose, and recommend significant natural resources and conservation management program innovations or changes in support of major field office operations.
  • Represent the division, NRCS, or USDA on assigned committees, task forces, and working groups involving natural resource conservation.
  • Provide expert technical guidance and direction for assigned natural resources management functions.
  • Assure effective transmittal of natural resource information and/or program policy guidance throughout NRCS.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level and one year at the GS-13 is required to meet the time-in-grade requirements to meet the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Applicants must meet all qualifications and eligibility requirements by the 11/12/2019 of the announcement. BASIC REQUIREMENTS: You must meet one of the following basic requirements below.

Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (You must submit your transcripts to verify your education)

OR

Combination of Education and Experience: A combination of education and experience. This includes courses equivalent to a major, as shown above, plus appropriate experience or additional education. (You must submit your transcripts to verify your education) In addition to meeting one of the Basic Requirements listed above, applicants must meet one of the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS:

GS-13: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Identifying and analyzing critical natural resource conservation issues and needs for legislative or policy changes Preparing technical responses to be used in the decision making process for senior level policy makers Gathering natural resources and other data to evaluate the effectiveness of national accomplishments for use in program management; AND Preparing written and oral reports and presentations for agency leaders and conservation partners. GS-14: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties: Developing and managing projects that help measure and demonstrate conservation program accomplishments; Coordinating data analytic efforts to identify improvements in organization, processes, and data collection Developing reports and publications for internal use and external release; Providing leadership with advice on soil, water resource conservation priorities and policy positions. Pay Range

$88,704.00 - $152,352.00
