Job Summary
This position is located in the United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS), National Headquarters (NHQ), Washington, D.C. This position is organizationally in the National Headquarters, Science and Technology, Central National Technology Support Center which will be in Fort Worth, Texas. This position administers natural resources management/conservation programs and policy nation-wide.
Major Duties
- Provide expert technical guidance and direction for assigned natural resources management programmatic segments.
- Give technical leadership related to all aspects of operation and management of assigned natural resources management programs or initiatives.
- Work across agency functional units to provide data analyses on geographical areas (e.g., Hydrologic Unit Areas and Major Land Resource Areas) to meet the needs of NRCS, partners and customers.
- Develop modeling recommendations and model elements into highly complex biophysical models.
- Utilize NRCS Business Tools, Service Center Integrated Management System and Common Computing Environment software such as Customer Service Toolkit, TechReg, Progress Reporting System and all NRCS Common Computing Environment software.
- Lead end to end analysis of natural resources or financial assistance business process involving all impacted business owners .
- Provide technical guidance to senior executives or other senior managers concerning all aspects and activities involving planning and coordinating natural resources management programs and activities of the Agency.
Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information. Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position (Transcripts are required.);

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education (Transcripts are required.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: Specialized Experience - GS-13: At least one full-time year (12-months) of specialized experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Provide technical guidance and direction for assigned natural resources management programmatic segments; Partners with leadership to ensure national consistency and technical compliance of natural resources management program functions and conservation implementation delivery; Provide technical assistance related to all aspects of operation and management of assigned natural resources management programs or initiatives; and Deliver technical guidance to managers regarding all aspects and activities involving the planning and coordination of natural resources management programs and activities of the agency. Specialized Experience - GS-14: At least one full-time year (12-months) of specialized experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties: Perform research, review and in-depth analysis of proposed and current policies affecting an extensive geographic or environmentally varied areas and developing recommendations for alternative course of actions; Define and resolve critical problems within the natural resources management and conservation programs of the agency which may affect various organizational units and stakeholders; Develop and present process improvement strategies to nation leadership for implementation; and Provide technical guidance to senior executives or managers concerning all aspects and activities involving the planning and coordination of natural resources management programs and activities of the agency. Pay Range
$95,253.00 - $146,332.00
