Major Duties
At the entry level of this position, you will:
- Identify, analyze, and develop information on the effectiveness of State and/or Tribal programs for control of agricultural nonpoint source (NPS) pollution, requires analysis, synthesis, and reporting on methods, technologies, approaches and strategies for preventing or remediating surface and ground water quality problems associated with agricultural NPS pollution.
- Work on a variety of conservation practices and approaches including cropping, tilling, drainage water management, and soil health practices. This includes understanding the factors that make ground water vulnerable to agricultural pollutants and methods to assess and control pollutants to ground water.
- Provide technical support to the Clean Water Act Section 319 program to strengthen its tools, training, and information to address agricultural sources of NPS pollution through these conservation approaches and others. Deliver technical information and presentations in training events, briefings, and webinars.
- Support engagement with partner agencies and organizations such as the U.S. Department of Agriculture’s Natural Resources Conservation Service, agriculture industry groups, technical service providers, members of academia, conservation districts and nonprofit organizations that support the agriculture sector to adopt soil conservation practices, reduce farm runoff and improve water quality. Will assist EPA in the design and delivery of programs or communications that help others understand soil and water conservation policies and their water quality benefits.
- Assist in the initiation, administration, and/or close-out of contracts, grants, cooperative agreements, and/or interagency agreements, including reviewing contractors' plans and monitoring their progress to ensure optimal performance within monetary limits, and the performance of administrative work as necessary to accomplish these duties.

Qualifications
You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as experience in soil science, natural resource management, soil conservation, hydrology and/or hydrogeology, or other physical science experience directly relevant to the intersection of agricultural activities, conservation practices, and surface and ground water quality management. - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below - OR an equivalent combination of education and experience.Your answers to the online assessment will be used to evaluate your competencies in the following areas: Ability to contribute to the development of new or revised rules, regulations, standards, policies, or practices.
Ability to make recommendations to senior staff in the preparation and development of technical guidelines, standards, or other related issuances.
Knowledge of principles and practice of agricultural nonpoint source water quality issues and related programs and policies.
Knowledge of agricultural nutrient control practices.
Knowledge of methods to assess and control pollutants in surface and/or ground water.
Ability to analyze and interpret rules, regulations, policies, and standards.
Ability to effectively communicate orally to various groups and stakeholders.
Skill in developing technical reports related to the Clean Water Act Section 319.
Skill in program and project coordination with other parts of the Agency or with other Federal or non Federal agencies.
Skill in developing agendas, researching and preparing background materials for hearings, meetings, conferences, and workshops.
Ability to facilitate collaboration with partner agencies.
Skill in written communication. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$72,030.00 - $93,638.00
