Job Summary

This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA),National Marine Fisheries Service (NMFS), Southeast Regional Office (SERO)with one vacancy located in St Petersburg, FL.

Major Duties

As a Natural Resource Specialist, you will perform the following duties:

  • Support and promote outreach activities to achieve regional marine aquaculture objectives, including conducting regional site visits with stakeholders, and representing National Oceanic and Atmospheric Administration (NOAA) Fisheries Southeast Regional Office at conferences and meetings.
  • Support permitting processes for regional marine aquaculture projects, including: assisting with developing and reviewing National Environmental Policy Act documents; and informing and reviewing consultations required by the Endangered Species Act and essential fish habitat provisions of the Magnuson-Stevens Fishery Conservation and Management Act.
  • Respond to internal and external requests for complex technical and procedural information and assistance related to aquaculture issues; distribute relevant information to stakeholders; and draft content for constituent newsletters, distribution lists, and agency web sites.
  • Provide technical and policy advice on aquaculture funding priorities and grant proposals in coordination with NOAA science centers and other partners, as needed.
  • Formulate strategies to advance regional aquaculture objectives at the state and federal levels.

NOTE: These duties are described at the full performance level of the GS-12, the GS-11 is developmental leading to such performance.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC

REQUIREMENTS:This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify at the 0401 series:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

AND

SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-11:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience MUST include all of the following: Applying scientific methods or techniques like animal husbandry or stock enhancement, or natural resource management policies like the National Environmental Policy Act and Endangered Species Act, to marine aquaculture; and

Assisting in formulating new strategies, guidance, or policies to advance an organization’s aquaculture or natural resource management goals and objectives. OR

SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

NOTE: Only graduate education in excess of two years is qualifying for combination.

To qualify at the GS-12:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following: Formulating new strategies, guidance, or policies to advance an organization’s aquaculture or natural resource management goals and objectives;

Communicating complex scientific or regulatory concepts to officials and other audiences; and

Working with diverse stakeholders, and in coordination with other organizations or departments, to troubleshoot and resolve policy issues.

Pay Range

$64,009.00 - $99,741.00
