Job Summary
This position is located on the Bridger-Teton National Forest in the Ecosystems Staff. The duty station for this position will be at one of the four locations listed above. This position serves as the Air Quality Program Manager and is responsible for planning, coordinating, programming and directing all activities related to air quality on the forest. Major Duties
- Prepared National Environmental Policy Act (NEPA) documents.
- Advise leadership on interpretation of environmental laws, regulations and policies as it relates to air quality to ensure project compliance.
- Apply knowledge of air quality, air resource management, meteorology, and resources to assess the cumulative effects of industrial mining and energy operations on forest resources.
- Provide assistance to Staff Officers on air resource management.
- Interpret, implement and maintain knowledge of Regional and Forest policy, procedures, and standards for air quality and atmospheric disposition.
- Maintain and evaluate data relating to meteorological conditions, air quality, atmospheric deposition, Air Related Values and Air Quality Values.
- Provided technical analysis to higher organizational levels concerning air quality issues and current and anticipated effect of proposed plans and programs.
- Performs supervisory duties 20% or less.

Biological Science Series - GS-401: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education. Physical Science Series - GS-1301:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Participates in strategic planning efforts and directs implementation activities for the Air Resource Management Program; Prepares and reviews environmental analysis documents, management plans and other reports; Prepare technical air resource and atmospheric deposition management papers; Conduct reviews on Prevention of Significant Deterioration (PSD) applications for major emitting facilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$76,721.00 - $99,741.00
