Job Summary

This position is located with the Bureau of Indian Affairs, Superintendent, Zuni Agency in Zuni, New Mexico. The incumbent contributes to the mission by performing assigned job responsibilities in a manner consistent with quality work principles promoting peak performance and service delivery by managing agriculture and range land in accordance with the BIA policies and the Pueblo of Zuni Range Code.

Major Duties

  • Supervise overall program activities on technical matters relating to natural resources, economic use of renewable resources, range improvements and land management.
  • Formulates range management plans for the overall land base and specific management areas, must have the ability to learn TAAMS Range Module, generate annual invoices and reconciliation.
  • Ensures adequate technical support and assistance to generate data, range carrying capacities, and planning for efficient use of land and water resources (Safety of Dams Program).
  • Establishes and maintains effective communication with tribal members, public, Tribal organizations, State and other Federal agencies relating to program plans, policies and activities.
  • Serves as technical adviser to local decision makers to determine the available usable forage, the allocation of grazing privileges, resolution of land management and use problem skills or conflict management.
  • Provides budget requirements to support the annual program plan, understand financial management, and Public Law 93-638 as amended.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions and Individual Occupational Requirements for GS-0401: General Biological Science Series). BASIC REQUIREMENTS 1. Degree: biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position. -OR- 2. Combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to Natural Resources; PLUS appropriate experience or additional education. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic qualification requirements, applicants must have the following: GS-12: One (1) year of specialized experience equivalent to GS-11 level in the Federal service, preparing and advising on natural resources regulations and guidance; experience in rangeland vegetation measurement, qualitative, quantitative analysis theories, methods and techniques; developing environmental reports and impact statements; developing and implementing land use plans, coordinating the surveying, monitoring, analyzing, and evaluating of natural resources to permit multiple land uses while preserving the ecological viability. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Pay Range

$74,937.00 - $97,422.00
