Job Summary

This position is located at the LAND BETWEEN THE LAKES NATIONAL RECREATIONAL AREA in Golden Pond, KY. This position is located on a Forest Service unit, and has responsibility for the development of annual work plans and the execution and administration of plans relating to recreation, lands, trails and special uses. Major Duties

  • These duties are at the full performance level GS-09.
  • Serves as main point of contact for equestrian users, and equestrian groups.
  • Plans and implements special events for equestrian users such as trail rides, horse shows, etc.
  • Provides education in proper livestock minimum impact use techniques, safety procedures, and packing and saddle stock use to equestrian user groups, individuals and other agency personnel.
  • Gathers relevant information and project cost for recreation facilities, maintenance, and operation.
  • Process special use applications for supervisory review in accordance with agency guidelines.
  • Participates in the development, administration, and execution of annual work plans for recreation resources in compliance with agency guidelines and direction.
  • Ensure the development and modification of operating plans for developed recreation areas.
  • Uses applicable databases to maintain unit information in order to monitor recreation resources program activities.

GS-0401: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. The quality of the combination demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement:

For the GS-07: Applicants must have one year specialized experience at or equivalent to the next lower grade level (GS-05) in the Federal service. Examples of specialized experience includes: Performing basic duties and receiving training pertaining to forest recreation program; assisting higher grade employees or working as a team member in accomplishing selected portions of projects which include collecting field data on minerals, lands, trails and special uses for preparation of management plans; and assisting in writing reports of technical nature in support of natural resource planning; OR meet the requirements for superior academic achievement (SSA) with a bachelor's degree in a field that is qualifying for this position and one of the following: graduated in the upper third of the college graduating class; member of a national honor society (excluding freshman honor society); had a 3.0 GPA or higher out of a possible 4.0 as recorded on official transcript, or as computed based on 4 years of education or courses completed during the final 2 years of the curriculum; or had 3.5 GPA or higher out of a possible 4.0 on the average of all required courses completed in the major or courses completed during the final 2 years of the curriculum (GPA will be rounded to one decimal place, i.e., 2.95 rounds to 3.0 and 2.94 rounds to 2.9) OR have successfully completed at least one year (18 semester hours) of graduate level education OR have a combination of graduate level education and specialized experience as described above that together meets the qualification requirements for this position. For the GS-09: Applicants must have one year specialized experience at or equivalent to the next lower grade level (GS-07) in the Federal service. Examples of specialized experience includes: Assisted with evaluating special use and lands issues in planning and organizing special use permits, provided program input into the natural resources planning process, assisted with developing an annual program of work; assisted with tracking permit holder status and assisted with inspections of permit holder facilities. Created recreation and non-recreation special use permits in a database; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
