Job Summary
These positions are in the Financial Assistance Program Division (FAPD), Office of the Deputy Chief for Programs, Office of the Associate Chief for Conservation, Natural Resources Conservation Service (NRCS), United States Department of Agriculture (USDA), and is located in Washington, DC. The NRCS mission is to provide resources to farmers and landowners to aid them with conservation.
Major Duties
- Develop, maintain, and analyze policy and activities for use in national program operations and delivery.
- Provide national programmatic, policy, and procedural guidance and direction for a wide range of natural resources management, financial assistance conservation programs and initiatives through the development and use of automated business tools.
- Control, preserve, and/or evaluate a natural resource or natural resources function, such as conservation, forest, rangeland, fisheries, and wildlife.
- Evaluate policies, rules, guidelines, standards, manuals, and procedures for Financial Assistance Programs and related natural resource conservation programs.
- Prepare briefing materials and issue papers and responses to Congressional, Departmental, interagency, and public inquiries
- Coordinate with other staff in reviewing and drafting proposed legislation.
Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level; and one year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

A. Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of Education and Experience: This includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying: GS-13
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Developing, maintaining, and analyzing conservation policy and program operations; Providing financial assistance conservation policy guidance and direction through assisting in the development and use of automated business tools; Evaluating natural resources functions, such as conservation, forest, rangeland, fisheries, and wildlife; Interpreting and applying biological science and research practices to meet organizational goals; and Evaluating policies, rules, guidelines, standards, manuals, and procedures for natural resource conservation programs. (Your resume must CLEARLY demonstrate this experience) GS-14 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties: Providing leadership and managerial guidance for conservation financial assistance of program activities; Coordinating and leading the development and use of automated business tools under the ownership of management; Collaborating with team members, employees in different areas and regions to conduct research, policy analysis and development of policies for conservation programs; Preparing rules, regulations and procedures to ensure conservation and financial assistance policies are current and legally compliant; and Preparing briefing materials and issue papers and responses to Congressional, departmental, interagency, and public inquiries. Pay Range
$99,172.00 - $152,352.00
