Major Duties
Position may be filled at the GS-07, GS-09 or GS-11 level. At the GS-07 and GS-09 level, the duties of this position are developmental in nature, leading to the full performance level of GS-11. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: promotion is not automatic.
At the full performance GS-11 level, the incumbent serves as a journey level specialist.
Serves as a technical specialist responsible for planning, developing, and evaluating project proposals for land management, fish and wildlife habitat, facility improvements, and water delivery and management.
-Provides technical advice and guidance for environmental activities and issues.
-Prepares or reviews Categorical Exclusion Checklists, Environmental Assessments, Environmental Impact Statements, and other related documents.
-Reviews study data, reports, agreements, and recommendations prepared by contractors or other staff to ensure technical adequacy and sound biological resource or scientific methodology.
-Tracks environmental commitments in NEPA, ESA, and other pertinent documents.
-Serves as a Contracting Officer's Representative (COR) and/or Grants Officer's Representative (GOR) on biological and resources management activities relevant to the operation and maintenance of facilities.
-Inspects land and water areas to evaluate compliance with agreements and mitigation measures.
-Establishes and maintains close working relationships and contacts within and outside Reclamation (i.e., water authorities, agency personnel, fish and wildlife professionals, tribes, and academic consultants).
Qualifications
Minimum Education Requirement:Applicants must meet the Basic Education Qualification Requirements listed below:A degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;ORA combination of education and experience - courses equivalent to a major, as shown in above, plus appropriate experience or additional education.Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:GS-07: One year of specialized experience equivalent in difficulty and complexity to at least the GS-05 grade level in the Federal service OR 1 year of graduate level education OR superior academic achievement.Superior Academic Achievement: Applicants can qualify for GS-07 on the basis of Superior Academic Achievement in one of three ways: (1) high grade point average, (2) class standing, or (3) member ship in a national scholastic honor society. (1) GPA: GPA 2.95 or above for all courses for the entire curriculum or for courses completed during the final 2 years. As an alternative, the GPA may be 3.45 or higher for courses in the major field of study either all major courses or major courses during the final 2 years. (2) Class Standing: Applicants must rank in the top third of the graduating class in the college, university, or major subdivision. (3) Honor Society Membership: Membership in one of more than 65 nationally recognized scholastic honor societies may qualify.GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service OR two years of progressively higher level graduate education leading to a master's degree or equivalent master's or graduate degree in the a field related this position.GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level or 3 years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree that is directly related to the position.Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:GS-07: Experience performing technical tasks, such as selecting samples, interpolating missing data, uncovering clear discrepancies, solving minor problems and performing scientific analyses in support of natural resource projects assigned to higher level engineers or scientists.GS-09: Interpreting and applying federal and state environmental laws and regulations, such as NEPA and/ or CEQA compliance; wildlife management; wildlife habitat restoration, cultural resource management, watershed restoration; environmental planning.GS-11: Preparing portions of environmental documents to meet the requirements of NEPA and ESA; collecting, synthesizing, and evaluating environmental data, and preparing preliminary findings and recommendations; applying biological facts, principles, methods, and techniques to develop conventional plans and/or studies involving natural resource activities. These examples are not all inclusive.

Pay Range
$43,251.00 - $83,210.00
