Job Summary
This position is located on the Modoc National Forest, Devils Garden Ranger District in Alturas, CA Incumbent serves as the NEPA PLANNER for the East Zone of the Modoc NF and works directly for the District Ranger and is responsible for performing work involved in Natural Resources Planning and Environmental law compliance, including the National Environmental Policy Act (NEPA). Major Duties

- Ensure National Environmental Policy Act (NEPA) documents conform to applicable law, regulation, and policy.
- Analyze environmental data to measure and evaluate the effects of management proposals on natural, social, or economic resources.
- Develop plans for specific area or accountability (i.e., water, soils, habitat management, etc.).
- Conduct environmental studies and evaluations concerning a variety of resources, such as social economics, land, air, water, timber, recreation, wildlife, and fisheries.
- Develop planning documents and action plans for all aspects of the program of work.
- Responsible for the collection of data and subject matter documents for the project record.
- Monitor project targets and update documents and plans.
- Lead interdisciplinary teams carrying out routine environmental studies and evaluations to determine the consequences of various actions or events, i.e., forest planning project, on the environment.
- Serve as the point of contact for National Environmental Policy Act (NEPA) activities when conducting public involvement efforts.
- Coordinate with natural resource specialists to analyze information used in formulating specific components of natural resource project plans.
- Gather subject matter documents and include the required information in the National Environmental Policy Act (NEPA) source document.
- Write and/or review reports of scientific or technical data to support natural resource planning and/or project management.
- Write environmental analyses, assessments, and environmental impact statements.

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Examples of specialized experience include: Participated in categorical exclusions, environmental assessments and drafting segments of environmental impact statements; Assisted in the National Environmental Policy Act (NEPA) planning and review process by performing field inspections and collecting, analyzing or reviewing environmental data; Assisted in planning one or more conventional environmental resources projects; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Examples of specialized experience include: Participated in natural resource management activities by making observations, gathering data, and reporting findings where information was used in categorical exclusions, environmental assessments and environmental impact statements; Participated in the National Environmental Policy Act (NEPA) planning and review process or identified regulatory compliance issues and requirements by performing field inspections and collected, analyzed or reviewed environmental data; Served as a project planner for one or more conventional environmental resources projects; OR three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) and directly related to the position being filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$51,440.00 - $62,236.00
