Job Summary

This position is located in the Pacific Northwest Region, Region 6 on the Rogue River-Siskiyou National Forest, with a duty location of Grants Pass, Oregon. The incumbent is responsible for performing Natural Resources Planning and Environmental law compliance, including the National Environmental Policy Act (NEPA). Major Duties

  • Develops annual Program of Work for the unit's National Environmental Policy Act (NEPA) accomplishment program.
  • Serves as primary expert in the development and processing of NEPA documents. Ensures documents created by the interdisciplinary team are developed in accordance with applicable laws, regulations and policies.
  • Leads an interdisciplinary team carrying out complete environmental studies and evaluations concerning a variety of resources, such as social economics, land, air, water, timber, recreation, wildlife, fisheries, and/or additional special area.
  • Develops, monitors, and maintains planning documents and action plans for the program of work, including monitoring targets and makes adjustments as needed.
  • Evaluates subject matter documents prepared by others and includes the required information and assumptions into the NEPA source document.

Provide course descriptions as necessary. Basic Requirement:

GS-0401: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement:

For the GS-11: You must have one year specialized experience equivalent to the GS-09 federal grade level. Examples of specialized experience include: Participated in natural resource management activities by making observations, gathering data, and reporting findings where information was used in environmental assessments and environmental impact statements; participated in the permit review process or identified regulatory compliance issues and requirements by performing field inspections and collecting and analyzing environmental data; served as a project planner for one or more conventional environmental resources projects, such as construction, production, or reclamation activities and ensured compliance with environmental plans and stipulations.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled) OR: An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Pay Range

$62,236.00 - $80,912.00
