Job Summary

This position is located in the Northern Region (Region 1) on the Nez Perce-Clearwater National Forest. The incumbent is responsible for performing work involved in Natural Resources Planning and Environmental law compliance, including the National Environmental Policy Act (NEPA). Major Duties

  • The duties listed are at the full performance level (GS-09).
  • Participates in developing the unit program of work for all aspects or portions of the unit-planning program. Advises, coordinates, or reviews the annual operating plans and budgets.
  • Conducts routine environmental studies and evaluations linking a variety of resources, such as social economics, land, air, water, timber, recreation, wildlife, fisheries, and/or special management areas.
  • Responsible for developing the environmental analysis reports concerning resources activity.
  • May lead interdisciplinary teams carrying out routine environmental studies and evaluations to determine the consequences of various actions or events, i.e., forest planning project, on the environment.
  • Supports team leader with work planning by tracking the progress of NEPA documents and fully supporting team members in meeting timelines.
  • Participates in public relations events involving speaking engagements and field trips.
  • Advises the unit staff officers of the different levels of NEPA documentation based on information provided by the interdisciplinary teams.
  • Provides input for the unit interdisciplinary planning teams
  • Supports GIS specialists in identifying spatial information, assessing, interpreting, and applying GIS data to the NEPA process.
  • Gathers and reviews subject matter documents and includes the required information in the NEPA source document.
  • Evaluates permits, contracts, or work plans to make sure that the design criteria or mitigation outlined in the NEPA decision have been combined into the implementing tool.

Qualifications

Basic Requirement for the GS-0401 Series: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-07 level: You must have one year specialized experience equivalent to the GS-05 level in the Federal service. Specialized experience that included the following: Performing a variety of computations to prepare and summarize standard data for charts, graphs, and/or reports used in environmental planning; Assisting experienced biological professionals in studies where observation and conclusions were based on clear and distinct guidelines, such as followed a procedural guidebook in performing experiments while under direct supervision; Preparing or assisting in the preparation of environmental documents and/or visual aids such as data tables, slides, posters, brochures, progress reports, summaries of field or laboratory work, or draft portions of manuscripts; and/or Participating in operational or planning meetings to discuss program or project milestones or activities. OR One (1) full academic year of graduate level education (18 semester hours) with coursework directly related to the work of this position; OR Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp).OR An appropriate combination of graduate level education and specialized experience as described above. For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level. Specialized experience is defined as: Assisted in natural resource management activities; participated in environmental assessments and drafting segments of environmental impact statements; assisted in the permit review process by performing field inspections and collecting and analyzing environmental data; assisted in planning one or more conventional environmental resources projects, such as construction, production, or reclamation initiatives and ensured compliance with environmental plans and stipulations. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR An appropriate combination of specialized experience and education as described above (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Pay Range

$43,251.00 - $68,777.00
