The Recent Graduates - Environmental Protection Specialist:
The candidate participates in the FHWA’s 24-month Professional Development Program (PDP) with a focus on environmental policies and programs; air quality and transportation conformity; bicycle, pedestrian, trails and enhancements; noise; sustainable transport and climate change; the National Environmental Policy Act (NEPA); and project development and mitigation. The candidate will train to serve as a policy and technical advisor on program-and project-related issues associated with the Federal-aid Highway Program. The candidate's knowledge and guidance will be utilized internally and externally to ensure that State Department of Transportation (SDOT) develop and deliver Federal-aid transportation projects and programs appropriately while meeting social, economic, and environmental requirements. During this developmental program, the employee will be expected to complete three major components including apprentice experience, developmental assignments, and a professional development academy. The apprentice experience will occur in one of FHWA’s offices which has agreed to develop and provide on-the-job training to the participant through a structured set of learning experiences described in the participant’s developmental plan.
The ideal candidate has completed a Master’s Degree within the last two years (a veteran has up to six years) in Environmental Science or related-field by the closing date of the announcement OR is a current graduate student, who is anticipating graduation in the Spring 2020 with a Master’s Degree in Environmental Science or related-field.

To meet the minimum qualifications for this position, you must meet the education requirementAND experience qualifications for the grade at which you are requesting consideration. For the GS-09, to qualify on Experience, you must have one year of specialized experience equal or equivalent to the GS-07, which includes following: Experience in environmental protection programs, including reviewing the environmental rule-making and regulations; compliance and enforcement; environmental considerations and documentation; preservation and environmental protection; environmental assessments; environmental compliance and Environmental Impact Statements (EIS’s) and NEPA. To qualify for the GS-09 on Education, you must have: Completion of two academic years of graduate level education; OR master’s or equivalent graduate degree (such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements in a field directly related to the position being filled). You can also qualify based on a combination of education and experience. RECENT GRADUATE PROGRAM ELIGIBILITY: *Applicants must have obtained a qualifying associates, bachelors, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years unless military service interfered with a veterans eligibility to apply during that two year time frame. Pay Range
$52,905.00 - $75,408.00
