Job Summary
If selected for this position, you will perform a variety of specialized duties that provide for development, implementation, and maintenance of an early detection survey program for plant pests and weeds critical to reducing potential economic and environmental losses, which could also increase the likelihood of timely eradication, or other mitigation measures.
Major Duties
- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
- Provides oversight of plant pest survey programs and public awareness and outreach activities and interfaces with State CAPS committees and other State or governmental entities
- Assists State Survey Coordinator in preparing plans involved in the mitigation of targeted exotic pests and analyzes the pathways involved.
- Provides aid in preparing proposals, work-plans, and financial-plans are part of cooperative agreements, and reviews and tracks progress of CAPS projects with State Plant Regulatory officials.
- Plans, directs, organizes and coordinates the work of various personnel, such as PPQ staff, state and local government employees.
- Participates in the planning and coordination of treatments for newly introduced exotic pests at establishments, including laboratories, regulated facilities under permit, and nurseries.
- Prepares environmental documentation including site-specific assessments on the use of pesticides, biological organisms, or other technologies for treatments of newly introduced exotic pests.
- Cooperates, at the SPHD?s discretion, with state partners to ensure that the objectives of the biological control program are met.
- Oversees pre-pest identification responsibilities.
- Must know procedures and policies concerning post-entry quarantine, biotechnology quarantine facilities and release of agents, and laboratory inspection procedures.
Qualifications

BASIC REQUIREMENT:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 grade level that demonstrates: Knowledge of agricultural quarantine principles. Development, implementation, and maintenance of an early detection survey for plant pests and weeds. Modifying and adapting standard processes and procedures. Preparing and presenting scientific and technical reports. Assistance in establishing protocols and procedures in response to test or study findings. Survey data entry and data management into a mobile data collection program such as IPHIS. Communication with cooperators and stakeholders and public outreach. OR 1 years of progressively higher level graduate education in the fields of biological sciences, agriculture, natural resource management, chemistry, or related disciplines. OR. Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements. Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required: This position requires specific coursework or a degree in a specific field to be basically qualified, and; You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. You are qualifying for this position based on Superior Academic Achievement. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$42,053.00 - $57,492.00
