Major Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico OCS Region, Office of the Regional Director, in Jefferson, LA.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

  1. Serves as the Champion of the eWell Permits and Reports System (eWell), responsible for the support, enhancement, and maintenance of technically complex components and engineering calculations.
  2. Serves as the Champion for, and leads, business process reengineering (BPR) projects for the operations-related functions of BSEE and ensures recommendations of previous BPR teams are implemented and accounted for in future BPR activities.
  3. Serves as the Champion and technical expert for all complex data and sophisticated business rules related to the BSEE regional and national computer applications.
  4. Serves as the technical inspector for data collection and data cleanup projects related to operations planning, permitting, inspections, and compliance projects.
  5. Leads cross-functional teams of engineers, scientists, and software experts and developers providing work and project directives, project management and written input to personnel evaluations.

BSEE has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Salary Information

GS-14 (Step 1) $122,338- (Step 10) $159,044

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: Please Note: This position requires specific educational coursework to qualify. You MUST provide transcripts in order to verify that the educational requirements have been met.

You must meet the description in either A or B below to qualify for this position.

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following listed in the link below: http://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/all-professional-engineering-positions-0800/(2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) utilizing business process reengineering to develop systems and data requirements AND 2) implementing hardware and software applications for the evaluations of plans and permits and the inspections of offshore facilities, issuance of incidents of non-compliance, development of civil penalty cases, and numerous other functions related to oil and gas operations oversight.

Pay Range
