Major Duties
As a Petroleum Engineer for the Colorado River Valley Field Office, you will:
* Apply advanced professional engineering knowledge in analyzing and reviewing the use of more complex drilling rigs and novel drilling techniques and technology;
* Coordinate and provide input and recommendations to the reservoir management group when unitization or communitization should take place;
* Provide professional petroleum engineering and regulatory review of Sundry Notice applications for oil and gas operations;
* Provide technical expertise and support to the Petroleum Engineering Technicians and Production Accountability Technicians concerning oil and gas inspection and enforcement issues; and
* Serve on Interdisciplinary Teams for oil and gas on Resource Management Plan amendments, Environmental Impact Statements, Environmental Assessments, Plans of Developments, Geographic Area Plans and Master Development Plans.

TO QUALIFY FOR THE GS-09 GRADE LEVEL:1) SPECIALIZED EXPERIENCE: You must show that you have one year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GS-11). This level is considered an advanced trainee position. Assignments are significantly more difficult and complex than typically performed by recent graduates of a baccalaureate program. Examples: assisting higher level petroleum engineers in the exploration, development and production of oil and gas resources including: well design, well completion, workovers, and well plugging. -OR_
2) EDUCATION SUBSTITUTION: You meet the basic requirement and have two years of graduate level education leading to a masters degree or equivalent graduate degree in engineering -OR- You meet the basic requirement and completed a 5-year program of study of at least 160 semester hours leading to a bachelors degree in engineering AND have 1 year of appropriate professional experience -OR- You meet the basic requirement AND have a combination of superior academic achievement (S.A.A.) and 1 year of appropriate professional experience. -OR-3) COMBINING EDUCATION AND EXPERIENCE: You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of two years of graduate study leading to a master's degree. The total of the two percentages must equal at least 100 percent.
TO QUALIFY FOR THE GS-11 GRADE LEVEL:1) SPECIALIZED EXPERIENCE: You must meet the basic requirement and show that you have one year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GS-09). At this level, the incumbent performs difficult & responsible work that requires a thorough knowledge of the special & complex subject matter of the profession. Examples: performs professional engineering work in the exploration, development & production of oil & gas resources such as well design, completion, workovers, plugging/abandonment & reservoir engineering. -OR-2) EDUCATION SUBSTITUTION: You must meet the basic requirement and have three years of graduate level education leading to a Ph.D. degree or equivalent doctoral degree in engineering. -OR-3) COMBINING EDUCATION AND EXPERIENCE: You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of three years of graduate study leading to a Ph.D. degree. The total of the two percentages must equal at least 100 percent.TO QUALIFY FOR THE GS-12 GRADE LEVEL:You must show that you have one year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GS-11). Work at this level is difficult & responsible & performed under general supervision with wide latitude for independent judgment. Assignments require extended specialized experience & independent decision making. Examples: serves as a senior engineer/staff specialist performing advanced petroleum engineering work in the field of reservoir engineering, drainage and/or operations on federal oil and gas leases when complex, and unconventional practices are regularly encountered.There is no education substitution for the GS-12 grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
Pay Range
$57,795.00 - $96,978.00
