Major Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Outer Continental Shelf (OCS) Region, Regional Field Operations, Pipeline Section, in Jefferson, LA. This position influences operational and development activities on Federal leases and directly supports the safety of operations, protection of equipment, conservation of natural resources, and preservation of the environmental as required by Congressional laws and Federal regulations.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
- Responsible for activities relating to the technical review and evaluation of applications to install, modify, and decommission OCS pipelines.
- Conducts the in-depth technical review and evaluation of all types of pipeline permit applications submitted to the Pipeline Section for the Gulf of Mexico, including those to install, modify, and decommission pipelines, in order to ensure safety, environmental protection, and conservation of resources.
- Conducts reviews and evaluation of third party certified verification agent (CVA) reports for all phases of deepwater riser construction activities, including design, fabrication, and installation.
- Serves as Technical Representative on BSEE funded research projects and assists the Section Chief in developing project funding justification, project objectives and requirements, technical statements of work, evaluation of technical third-party research and testing proposals, and analysis of research project reports of a highly technical and specialized nature.
- Reviews and analyzes pipeline-related components of Deepwater Operation Plans received by the Technical Assessment Section (TAS) in accordance with establish policies and procedures.
- Reviews engineering data on pipeline safety and pollution control equipment and determines whether or not the equipment is adequate to insure prudent, safe, and workmanlike operations.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-13: $103,527-$134,583 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the grade to which you are applying. (1) Basic Educational Requirements:

You must meet the description in either A or B below to qualify for this position:
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) planning/evaluating/analyzing deep water or shallow water oil and gas pipeline projects; and 2) evaluating/analyzing the design of oil and gas pipeline systems which includes subsea tie backs.

Pay Range
$103,527.00 - $134,583.00
